ERSO-Team 2 is, a service region of Campus Shared Services (CSS) that supports 240+ faculty affiliated with 22 campus-wide departments, schools and colleges, with over $125 million in annual research expenditures including research gifts, and over $9 million in annual administrative operating budget. The total research expenditures administered by the unit represent 20 % of campus-wide research expenditure volume. The mission of ERSO-Team 2 is to provide fully integrated and effective administrative services to support and encourage healthy growth in the units it serves and to support the mission of the University.
The ERSO -Team 2 Executive Director, oversees the operations and integrated service delivery of CSS ERSO-Team 2, a large team comprising 85 professional and clerical staff, to support the academic mission and research enterprise of the College of Engineering (CoE), College of Environmental Design (CED), School of Information (SoI) and other Institutes and Research Centers affiliated extensively with Engineering disciplines.
This position reports to the CSS Chief Operating Officer and to the Deans of the units supported by ERSO-Team 2, with authority over day-to-day affairs delegated to the CoE Associate Dean for Research. The position is responsible for managing all administrative, human resources, business operations, research administration, information technology, financial and operational services provided by ERSO-Team 2. Critically important is the oversight and fiduciary responsibility for strategic and operational planning of the ERSO- Team 2 annual budget of $9 million. Additionally, the Executive Director oversees the overall CoE research portfolio.
Position Overview: Working closely with academic leadership and administrative supervisors, the Executive Director develops short- and long-term strategic plans for providing optimal and cost effective services to support academic and research programs with alignment of CSS campus-wide strategic goals and objectives. Continually assess team's strengths and weaknesses and seeks feedback from communities served to improve service delivery. Establishes operational objectives and work plans, and delegates assignments to subordinate managers. Develops annual budget and staffing plan, reviews and approves expenditure plan and recommendations, monitors expenditures to ensure adherence to approved budget. Participates in committee work in developing, modifying and executing campus policies and procedures that affect immediate operations that may also have campus-wide impact. Supervises 8 direct reports. Makes decisions and takes action regarding administrative, personnel, and IT initiatives for the organization and ensures achievement of objectives. Assures audit responses are timely and accurate, and identifies and implements best practices to limit audit exposure. Analyzes emerging issues related to compliance, risk, financial liability and provides advice and consultation to the Deans of the units supported by ERSO-Team 2. The Executive Director plays a pivotal role in designing and developing the administrative infrastructure required to support current research and academic needs, with the scalability to support new units as developed. Manages professional relationships with academic communities supported to ensure service levels are achieved through the coordination achievement of all ERSO-Team 2 functional units. The Executive Director establishes ERSO-Team 2 goals and objectives, functions with autonomy but in alignment with assigned objectives, and is responsible for ensuring all ERSO-Team 2 business processes and support systems are continuously improved, compliant with campus polices, external regulations and laws and internal controls. Ensures that all business processes are properly documented and communicated to affected employees within ERSO-Team 2 and the broader academic communities.
Develops, implements, and maintains an efficient and cost effective administrative organization encompassing research administration, large proposal development, compliance, human resources, payroll, business and financial services and information technology. Directs and controls the activities through subordinate managers, having overall responsibility for functional programs and services. Communicates the overall mission and direction of ERSO-Team 2, instills confidence and builds a sense of community and ownership among the ERSO-Team 2 staff. Promotes excellent customer service, administrative innovation, and respect for colleagues, teamwork, and open channels of communication. Identifies, plans, and implements the activities required to accommodate and support changes in research or academic goals to ensure administrative accountability and service excellence. Continually seeks to understand new and complex issues, many with extenuating circumstances, which involve different functional owners. Collaborates with central campus offices to develop timely, innovative and unprecedented solutions. Evaluates operational risks and establishes an appropriate balance of compliance. Develops strategic plans for research administration, human and financial resources, recharge administration, information technology, space planning and facilities. Makes decision and takes action on administrative and personnel initiatives. Determines ERSO-Team 2 IT initiatives for business solutions that leverage existing campus-wide systems to support service delivery and client satisfaction. Provides strategic direction in annual budget planning and staffing analysis, implements cost reduction measures to support long-term institution goals and minimize impact on staff workload and service quality. Promotes innovative thinking to foster more effective, efficient use of university resources; and effectively manages ERSO-Team 2 finances. Develops and implements processes that ensure continued improvement through client feedback, staff training and business process automation. Works closely with other CSS service region Executive Directors and CSS Functional Directors to ensure alignment of processes and procedures Manages professional relationships with academic communities supported to ensure service levels are achieved through the coordination achievement of all ERSO-Team 2 functional units. The Executive Director establishes ERSO-Team 2 goals and objectives, functions with autonomy but in alignment with assigned objectives, and is responsible for ensuring all ERSO-Team 2 business processes and support systems are continuously improved, compliant with campus polices, external regulations and laws and internal controls. Ensures that all business processes are properly documented and communicated to affected employees within ERSO-Team 2 and the broader academic communities. Advises Associate Dean on an on-going basis concerning the status of ERSO-Team 2's operating budget, potential compliance issues and financial standing in light of strategic planning and campus environment. Participates as a member of the Senior Leadership Team within Campus Shared Services. Works closely with CSS Chief Operating Officer and Service Directors, when appropriate to share best practices, improve service delivery and cross functional service integration. Builds effective working relationships with Central Offices (SPO, IAO, IPIRA, Business Contracts, CGA, VCR, Controller) and CSS-RA. Partners with the leadership of the units served by ERSO-Team 2, faculty, staff and students identity and resolve issues as they occur. Interacts with senior management within the Research Administration and Compliance (RAC) unit, Controller's Office and Contracts and Accounting office, makes recommendations and implements decisions on research administration issues that have department and university-wide impact. Participates in campus-wide ad hoc committees to represent the interests of research administration and compliance, budget and finance, and other administrative services. Plans, designs, influences and implements campus-wide processes. Interacts with senior management on controversial situations, complexities with international engagements and customer negotiations. Works to influence and persuade senior managers towards positive resolutions.
Education/Training: Bachelors degree in related area and/or equivalent experience/training. Seven to ten years of management experience in an academic/research environment with experience in research administration in a major research university or related academic or research institute environment. Preferred- advanced degree in business administration, accounting, or financial management.
Knowledge/Skills: Demonstrated and progressive management and leadership experience of continued and expanded responsibility in an academic research environment. Advanced, specialized knowledge of academic, research and business administration at a large, complex organization with diverse funding sources. This should include knowledge of the full range of business services, human resources, fiscal controls and risk management, policy analysis and development, organizational development and design, contract and grants administration, and the implementation and administration of multi-center research programs. In-depth knowledge of federal and other sponsor regulations governing grant and contract administration, including Federal Uniform Guidance and Federal Acquisition Regulations. General knowledge of laws, regulations, and policies relating to protection of human participants, animal welfare, intellectual property, and cost-accounting standards. Highly sophisticated skills in strategy development, systems planning and change management. Ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission. Demonstrated success at leading teams through business process improvement, systems initiatives, and organizational change. Ability to establish meaningful metrics for department and employee goals that measure effective and efficient department operations. Expert skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management and negotiation in difficult situations with both internal and external constituencies. A sophisticated 'can do' service orientation, strong management skills, leadership skills, sound judgment and decision-making, critical thinking, creative problem solving, and effective verbal and written communication skills. Demonstrated skills in employee supervision and human resources administration. Interpersonal skills to effectively lead, motivate and influence a large administrative team. Exceptional ability to communicate well orally and in writing including formal presentations. Experience in establishing and maintaining complex financial control and reporting systems.
