The University of Maryland, Baltimore School of Social Work's Institute for Innovation and Implementation (The Institute) is seeking a Lead Research Analyst that will provide research support for the Texas Institute for Innovation and Implementation (Texas Institute). The Lead Research Analyst provides advanced subject matter expertise and works independently on all aspects of the research process, including evaluation design, measurement and data collection, data management and cleaning, analysis (including advanced statistical procedures), and dissemination. The Lead Research Analyst works closely with implementation teams and produces rapid-cycle evaluation and implementation reports that provide stakeholders with timely assessment of interventions and implementation effectiveness, with ongoing feedback in support of CQI to maximize effectiveness and impact. The Lead Research Analyst also provides support to other research staff by reviewing work and assisting with training. This position publicly presents work at meetings and academic conferences. Assignments and projects are broad in nature, requiring originality and ingenuity, and has appreciable latitude for unreviewed action or decision.
The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs and their families. This support is provided through three primary units within The Institute: Policy and Finance; Technical Assistance & Implementation; and Research & Evaluation. These units work in an integrated fashion to assist governmental and other organizational entities to achieve better outcomes for children, youth, and their families. Over the past decade, The Institute has been involved with many key children's initiatives in Maryland and across the nation, many of which have been supported by federal grants, waivers, and contracts from the U.S. Department of Health and Human Services' Administration for Children and Families (ACF), Center for Medicare & Medicaid Services (CMS), and Substance Abuse and Mental Health Services Administration (SAMHSA). The Institute is currently serving as the coordinating partner of The Technical Assistance Network for Children's Behavioral Health (The TA Network), a SAMHSA-funded national technical assistance center supporting more than 70 grantees across the country. It is also a core partner in the National Wraparound Initiative. In Maryland, The Institute works closely with the Departments of Human Resources, Juvenile Services, Maryland State Department of Education, and Health and Mental Hygiene, supporting and informing systems-level reform efforts. The Texas Institute, a sub unit of the Institute, will be located in Texas to support the state's effort toward Wraparound Implementation and children's behavioral health-related efforts.

Identifies and communicates contextual factors and actionable findings that influence the implementation of complex behavioral health models.
Develops research and evaluation plans, including the study design, sampling, measurement, data collection procedures, and data analysis strategies.
Uses subject matter and technical expertise to identify and define research questions and data elements, and integrates them into research design.
Assists service providers and agencies with collecting and maintaining quality data, including developing data collection procedures, building data collection instruments, and regularly reviewing data and providing feedback to resolve data quality issues.
Leads the development and formulates best practices and protocols in data collection, data quality, warehousing, analysis, and reporting including developing special forms and/or formats for analyzing and presenting data.
Manages data sets, such as merging, recoding, and cleaning data using statistical software packages, and ensuring that data are ready for analysis.
Analyzes data, including descriptive analyses and advanced statistical procedures using statistical software packages.
Prepares reports, including summarizing relevant background literature and reporting and interpreting findings from data analyses, for ongoing evaluation reports, white papers, and manuscripts for submission to peer-reviewed journals.
Mentors other members of the research team, develops training, and provides continued guidance on data collection, analysis, and storage. Reviews analysis and reports of less experienced members of the research team.
Oversees report preparation by other research staff, including reviewing reports for quality and accuracy, and ensuring that reporting deadlines are met.
Independently cleans, validates, and analyzes research data in order to prepare research findings for publications of journal articles, grant proposals, posters, conferences, and meetings. Searches relevant literature, develops conclusions, writes reports, prepare and deliver presentations of relevant findings and conclusions, and recommends appropriate actions.
Develops, recommends, modifies, and implements policies and procedures and/or methods for research.
Collaborates with implementation team members to ensure successful project administration.
Performs other related duties as assigned.
Education: Bachelor's degree in Information Management, Mathematics, Statistics, Health Science, or in a field of study related to the research. Experience: Three (3) years of related experience in a research environment including two (2) years in the relevant research specialization. Preferred Education: Master's degree in a related field preferred.
Knowledge, Skills, and Abilities:
Knowledge of implementation science and experience with rapid-cycle evaluation to support implementation and CQI preferred. Knowledge of the rapid-cycle approach to evaluation in which ongoing feedback is provided to program stakeholders to support learning, adaptation, and continuous quality improvement.
Possesses a knowledge of position requirements and able to perform position in compliance with all requirements/regulations/laws.
Strong ability to convey complex information in writing and orally so that it is easily understood by stakeholders and organizations.
Strong organizational skills, including the ability to manage multiple projects at once, respond to tight timelines, pay attention to detail, and operate effectively in a fast-paced environment.
Knowledge of design of research studies and data collection procedures. Ability to understand and utilize scientific terminology and research theory. Skill in using measurable and verifiable information for making decisions and judgments. Skill in statistical programming, data analysis, and interpreting findings using statistical software as well as spreadsheet applications.
Assumes personal responsibility for all outcomes; makes effective and timely decisions; and learns how to effectively use technology. Maintains productivity and uses strategies to increase knowledge base. Ability to maintain confidentiality of subjects and information obtained.
