HRiA’s annual operating budget is over $11 million with an additional $3.4 million in pass through grants. HRiA is funded through a diverse revenue stream of federal, state, and local government contracts, fees for service, restricted grants, and United Way funding.
This is an outstanding opportunity for a development professional to apply their knowledge, experience, and research/writing skills to a growing and dynamic organization. The position affords the chance to work collaboratively with a range of program staff and to learn about the history and breadth of HRiA’s work and to grow our development functions.
We are searching for a Development Manager who will support HRiA’s efforts to secure funding, expand the scope and breadth of our impact, and sustain our signature programs. This position will play an integral role in helping lead development activities and in implementing and supporting development processes and systems. The Manager will work with program staff to help them develop and submit proposals for competitive contracts, fee-for-service work, and grant opportunities while also managing proposal teams and processes for complex and/or larger scale government and foundation proposals.
Specifically, the Development Manager will: (1) prospect for funding opportunities using development software (Onvia) and other tools and web-based resources; (2) manage and monitor our internal system for tracking potential clients, funding opportunities, proposal submissions, and new business “pipeline”; (3) support and sustain select proposal teams by assisting with background research, developing and monitoring timelines, identifying and securing internal and external writers, writing and completing some proposal components (e.g., capability statements, attachments, and forms), and providing other support to facilitate proposal completion; and (4) package, submit, and file proposals. The Manager will work effectively with the Vice President, Managing Directors, and other staff on all grant and contract output for the organization.
This is an exciting, fast-paced opportunity that requires a keen attention to detail and an ability to work well and calmly under pressure. The Development Manager will report to the Vice President. This is a full-time, exempt position.
Duties and Responsibilities
The Development Manager will:
Prospect for funding opportunities using development software (Onvia) and other tools and web based resources;
Work with the Vice President and senior leadership to vet and disseminate funding opportunities regularly across the organization and follow up with program staff on status;
Manage proposal processes for complex or large scale government and foundation proposals by establishing, coordinating, and facilitating proposal teams, and providing technical support to staff throughout the proposal process (e.g., background research, timeline development and monitoring, etc.);
Assist program staff with proposal writing;
Complete proposal attachments and forms;
Package and submit proposal materials ensuring that the final products are polished and complete;
Input data into, manage, and monitor development tracking system;
Establish a strong rapport with program staff through strong listening skills, active learning, and fast response to opportunities under tight deadlines;
Monitor and report on the status of all prospects, active proposals, submissions, awards, and declined grants and contracts;
Help identify or develop common proposal resources, such as project descriptions, corporate capabilities, and other standard “boiler plate” information;
Provide copy-editing, proofreading, and other proposal development assistance, as needed and directed by the Vice President;
Identify and manage a cadre of grant writer consultants; and
Assist with organization marketing and communication tasks that support development functions, and other duties as assigned.
At least five (5) years of professional grant and contract development experience, including demonstrated success in writing grants or proposals for new business;
A bachelor’s degree in communications, liberal arts, public health, or a related field; master’s preferred;
Experience with federal/state government and foundation contracts and grants;
Knowledge of population or public health field a plus;
Ability to adhere to funder rules, requirements, and deadlines with keen attention to details;
Substantial writing and copy editing experience;
Ability to work in a fast-paced, high-stress environment with multiple deadlines;
Customer/client focus with excellent interpersonal and communication skills;
Excellent computer skills, including Microsoft Office Suite, Adobe Acrobat Professional and tracking/database system for client, opportunity, and proposal management;
Communications, marketing, or design experience a plus.
