Eastern Gateway Community College is now accepting applications for the position of Chief Financial Officer. This position manages the fiscal health and sustainability of the College. The Chief Financial Officer assures the smooth and efficient operation of departments supervised, multiple campuses, partnerships, and college foundation. The position oversees the operations of the Business Office and serves as the liaison to the College’s contracted bookstores and day care. This position is an integral component of the College’s management team and serves as a representative of the College for its Collaborative Partnerships.
The position advises the President on financial management and cash flow projects of the College and performs the duties of Treasurer of the Board of Trustees as specified by the Ohio Revised Code and serves as Treasurer for the College’s Foundation Board. The Chief Financial Officer also prepares documents necessary for external auditors and works with them to complete the College’s fiscal year audit. This position will be based at our campus located in Steubenville, Ohio.

ESSENTIAL DUTIES AND ACCOUNTABILITIES:
Serve as fiscal officer for the College.
In collaboration with the President’s Cabinet, Board of Trustees, and Collaborative Partners, develop and implement institutional and partnership budgets for approval by the Board of Trustees.
Serve as a member of the President’s Cabinet.
Serve as the College’s representative on the OACC’s Fiscal Officer’s Council.
Prepares and distributes monthly or other periodic financial reports to the President’s Cabinet, Board of Trustees or as otherwise requested by a member of administration.
Must be able to communicate internally and externally with a high level of accuracy, dependability and diplomacy.
Supervise the collection and disbursement of all institutional and partnership funds.
Responsible for capital project accounting and assisting with presenting and defending capital requests.
Oversee the bookstore and daycare providers to ensure efficient operations and quality student service.
Develop and supervise the implementation of accounting and other business procedures for the financial management of the College.
Prepare and/or oversee the preparation of cash flow reports and projections for the institution as a whole and collaborations separately.
Prepare and/or review and analyze financial reports for state and federal agencies, as well as partnerships.
Serve as Treasurer to the College Foundation Board in which capacity lies the responsibility to monitor and assure the fiscal integrity of the Foundation by presenting timely, accurate and meaningful financial reports and making appropriate recommendations.
Serve as Treasurer to the Board of Trustees in which capacity lies the responsibility to monitor and assure the fiscal integrity of the College by presenting timely, accurate and meaningful financial reports and making appropriate recommendations.
Invest or supervise the investment of College and Foundation funds.
Insure College compliance with state and federal regulations as they relate to the financial management of the College.
Keep business office personnel informed on a regular basis, the significance of College events or changes impacting the college’s finances.
Maintain and negotiate the College’s property, liability and casualty insurance package, in collaboration with the Executive Vice President for Administrative Services, Legal and Governmental Affairs.
Maintain all financial records in accordance with records retention policies.
Review and sign financial documents, with the approval of the President and/or Chairperson of the Board of Trustees, that have financial implications for the college.
Oversee the maintenance of the College’s inventory of equipment and facilities and assume primary responsibility for asset management.
Arrange for, prepare for and participate in the annual external audit.
Comply with and insure institutional compliance with Ohio Ethics Commission requirements.
Prepare and submit documents necessary to support the College’s Jefferson County levy.
Participate as a member of the College’s Management Negotiation Team in labor negotiations.
Participate as a member of the College’s Health Benefit Labor-Management committee.
Supervise operations of the areas supervised or performed by direct reports, perform evaluations, implement disciplinary actions as needed, provide guidance and professional development.
Ensure institutional adherence to published College, State and Federal rules, regulations and policies.
Prepare, present and modify the Business Services non-academic program review; charging finance practices, reporting requirements, staffing, etc. as needed.
Advise the President on all matters relative to the financial operations of the College.
Assume other duties and responsibilities as required by law or as assigned by the President or the Board of Trustees.
QUALIFICATIONS AND EXPERIENCE:
Requires a minimum of a Bachelor Degree in Accounting, Higher Education Finance, Business Management or related field with at least 10 years of experience in institutional accounting, including at least 5 years at a supervisory level.
Must have a demonstrated ability to interact with internal personnel, state and federal agencies and external partners to successfully implement realistic goals and objectives.
Must have a comprehensive knowledge of accounting principles with emphasis on fund accounting, financial budgeting and preparation of financial reports/statements.
Must show a demonstrated ability to utilize accounting software.
Must show a demonstrated ability to formulate and analyze financial statements.
Must show a demonstrated ability to formulate, apply and modify complex spreadsheets and databases.
Must show a demonstrated ability to do financial forecasting.
Must hold a valid driver’s license and be willing to travel to represent the College at local, state and national professional or educational organizations or other activities as requested by the President and/or Board of Trustees.
