The Human Resources Department is searching for an Assistant Director, HR Operations join its team! Reporting to the Director of HR & EEO Officer. This is a regular full-time position and is eligible for benefits. The position level will be based on the applicant’s education and experience.
As a critical member of the HR management team, deliver critical HR services to the world renowned Woods Hole Oceanographic Institution. As Assistant Director, HR Operations manage and improve the Institution’s talent [employment] and affiliate life cycle activities and programs, including all Foreign National and Affirmative Action related activities to ensure over all compliance with Institution policy and government regulations.
Manage, tactically execute and improve the full cycle recruitment and talent programs.
Provide guidance and coaching to HR talent team and Institution staff on related issues and policies
Evaluate and improve the effectiveness of programs, by recommending improvements including streamlining and automating wherever possible.
Manage the preparation of periodic and special reports, analyze headcount, turnover, recruitment trends, and other personnel statistics to contribute to HR Benchmarking reporting to Board
Oversee or directly manage and/or contribute to the Affirmative Action Plan
Has signature authority for all personnel actions, ensuring that policies are adhered to
Works collaboratively with the EEO Officer to identify and address equity and diversity issues
Stay abreast of the state and federal employment laws and regulations to ensure the Institution is compliant
Research, write, and recommend HR resources policies and procedures for implementation
Assess budget impacts of recruitment and employment activity and prepare budgetary recommendation
Oversee or directly manage the Institution’s foreign national program, including the J Exchange Program
Provide guidance to HR and Institution staff on related issues, regulations and policies
Monitor and evaluate the effectiveness of programs, policies, and procedures regarding foreign national programs
Be a Responsible Officer or Alternate Responsible Officer for the J Exchange Program
Oversee or prepare security, periodic and special reports
Manage the Foreign National Advising Team
Perform all types of related foreign national actions, ensuring that complex policies are adhere
Lead and supervise a 2 member Talent Team and the HR Coordinator position.
Balance the HR Coordinator’s support of Talent Team and Benefits Teams.
Ensure the successful planning and execution of the Employee Appreciation Celebration
Provide guidance and supervision of the employment, foreign national and collaborate with compensation activities and staff responsible for administering those activities. Ensure that the day-to-day operational tactical duties of employment, immigration, and related functions are completed in a timely, accurate and professional manner
Oversee the maintenance of records and compilation of statistical reports concerning employment, foreign national and personnel and affiliate related data
Ensures employment, foreign national and compensation data integrity of the HRIS through consistent monitoring, testing and auditing
Performs such other duties as the supervisor may deem necessary

PHR, SPHR or similar certification or advanced degree
Broad HR experience required in an academic or scientific research organization, including foreign national experience. Successful experience must include change management, team development, employee relations, recruitment and selection, training and development. Must have effective communication skills, decision making capabilities, analytical skills and critical thought process [no benefits]. Must be technically savvy with HR operational systems and understand and be responsible for the complexities of HR compliance.
DESIRED EDUCATION & EXPERIENCE:
College degree in human resources, psychology, higher education management, business administration or related area and a minimum of fifteen years of progressively responsible, broadening, related experience. Advanced degree desirable. Experience improving HR operations processes and procedures, working across HR disciplines such as employment, training [developing and delivering], employee relations, affirmative action plans. Solid foundation in human resources management and related laws/regulation required. Must possess strong analytical and problem solving skills and have up to date knowledge with employment law and Title IX.
Must be extremely detailed oriented and not flustered with balancing day-to-day tactical demands of the position with partnering on strategic programs/issues. Must be even keeled, possess effective team mentoring, interpersonal, communication and organizational skills. Advanced skills in Excel, Word, PowerPoint, as well as experience with Applicant Tracking and Leave management software. Must be able to excel working under pressure and leading a critical cross functional team. Ability to coordinate multiple tasks/projects concurrently and to meet deadlines in a timely manner.
Physical duties for this position include but are not limited to, ability to lift less than 25 lbs. independently and up to 10 lbs. with assistance; this position is mostly sedentary in nature with occasional standing/ walking and repetitive motion. Occupational requirements include hearing and responding to instructions, communicate effectively, work around and with others as well as alone. Other physical tasks include and prolonged work hours.
