AREA AND FUNCTION: Under the supervision of the College President or designee, the Chief Compliance Officer oversees the compliance programs for the institution, serving as an independent and objective body in the assessment and evaluation of regulatory acquiescence.
CHARACTERISTICS, DUTIES AND RESPONSIBILITIES:
Ensure that the Board of Trustees, management and employees are in compliance with the rules and regulations of governing agencies, company policies/procedures are being adhered to and that behavior in the institution meets standards of conduct.
Directs the formulation, execution, and evaluation of strategic compliance planning in support of the college’s vision, mission and values.
Direct the preparation of short and long-term strategic and operations goals pertaining to the college’s compliance programs.
Provide integrated research, planning, support and leadership in the development of core initiatives for the institution.
Serve as a channel of communication to receive and direct compliance issues to appropriate resources for investigation and resolution.
Monitor and report results of compliance/ethics efforts of the company in providing guidance for the BOT and senior management team on matters relating to compliance.
Implement all necessary actions to ensure achievement of the desired objectives of an effective compliance program.
Develop, initiate, maintain and revise policies and procedures for the general operation of the compliance program and its related activities to prevent illegal, unethical, or improper conduct. Manages day-to-day operation of compliance program
Develop, review and update Standards of Conduct to ensure continuing compliance, consistency and relevance in providing guidance to management and employees.
Subject matter expert in compliance tracking systems, development of data and reporting demonstrated in the use and recommendation of new or revised activities to improve institutional efficiency.
Support and enforce guidelines for the successful and timely completion of compliance audits and enforce compliance with prescribed guidelines.
Participate or lead in the development and implementation of departmental auditing goals and organization structure as it relates to compliance.
Assist with providing training to all ECC compliance programs; clarify duties and responsibilities for enforcing ethical and legal behavior supporting compliance with codes of conduct and work with institutional representatives to maintain standards.
Identify potential areas of compliance vulnerability and risk; develop/implement compliance policies and procedures for the resolution of compliance issues and provide guidance on how to prevent future incidents.
Gather, compile, maintain and analyze data, and reports, relevant to the administration of College resources.
Perform other related duties as required.
MINIMUM ACCEPTABLE QUALIFICATIONS:
Demonstrated ability to operate in a computerized environment and enhance current data processes as related to compliance.
Evidence of critical analytical skills in relation to system, procedures, regulations, and data prepared or reviewed.
Excellent analytical, problem solving, decision making, interpersonal, oral and written communication skills.
Ability to read, analyze and interpret common scientific and technical journals, compliance reports and legal documents.
Ability to effectively present information to top management, public groups, and/or Board of Trustees.
Ability to work in a multi-cultural environment.
ADDITIONAL DESIRABLE QUALIFICATIONS:
Master’s degree in Compliance Law, Education, Regulatory Compliance or related field.
Demonstrated knowledge of computerized record management and maintenance preferable to the Banner System.
