Job Description:The Director of Export Control and Research Compliance reports to the Senior Associate Vice Chancellor for Research. Building upon existing compliance practices implemented by the Office of Research Integrity and Compliance, the Director of Export Control and Research Compliance has primary responsibility for the development, implementation, and management of an enterprise-wide export control compliance program ECU and providing training and advice to the administration, employees, and students regarding export matters. The compliance program should address all applicable export control laws, regulations, and requirements, including, but not limited to, EAR, ITAR, and the Foreign Assets Control Regulations.
Miniumum Qualifications: Must have a master's degree or equivalent and two years experience working with export compliance programs at a university, research organization, or industry. Must be either a U.S Citizen, a Permanent Resident Alien of the United States or a protected individual as defined by 8 U.S.C. 1324b9(a)(3) in order to pass and maintain a U.S. government security clearance. Preferred Education and Experience: Preferred educational qualifications include a Juris Doctor (JD) or an advanced degree (Master's or Ph.D). in a scientific or engineering field. The ideal candidate should have demonstrated experience implementing policies and procedures related to International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC); demonstrated knowledge of the databases and electronic systems required to implement regulations (e.g., Visual Compliance, DS-4076 CJ Determination Form, SNAP-R, D-Trade). The successful candidate should possess excellent written and verbal communication and report preparation skills; supervisory ability; a leadership style that emphasizes teamwork, communication, collegiality, and flexibility; and a demonstrated capacity for teaching a broad audience regarding export control.
