Hours: 8:00 A.M. to 5:00 P.M., Monday - Friday; will be required to work during emergencies.
Other: Valid Florida Driver's License and PBC Risk Management Department driving history approval prior to appointment.
THIS IS AN AT-WILL POSITION.
This Director position oversees a $4.4 billion budget, of which the General Fund is $1.3 billion, spanning over 35 Departments reporting to the Board of County Commissioners (BCC) and five separately elected Constitutional Offices. The Budget Director supervises a staff of ten positions. Candidate must possess strong oral and written communication skills with the ability to present budget and fiscal information through all levels of management within the County and to the public. Primary responsibility of the Budget Director is to direct, supervise and participate in the short-/long-term budget planning for all Departments of the BCC, including budget design, technical budget analysis, making recommendations regarding operating and capital funding, preparing a budget under Government Finance Officers Association (GFOA) standards, complying with Florida Truth in Millage (TRIM), and directing the formal review and reporting of various revenue and expenditure data. The Budget Director reviews all agenda items before BCC approval, participates in conveying budget information to rating agencies, reviews labor contracts and fiscal impacts during labor negotiations, and reviews, updates/monitors fiscal policies. The Budget Division is responsible for grant reporting to external auditors and maintaining the budget preparation software. Participates in the development, improvement and maintenance of goals and objectives that allow the County Administrator, BCC, Department heads and the public to better understand and evaluate County performance.

Bachelor's Degree in Business/Public Administration, Economics or closely related field; minimum of five (5) years of experience in budgeting/management improvement work, which includes supervisory experience. Equivalency: Master's Degree in Business/Public Administration and four (4) years of related professional experience, which includes supervisory experience.
PREFERENCE FOR: Budget experience in a Florida County/Municipal government; experience using CGI Advantage and Performance Budgeting, Crystal Reporting and MS Office Excel, Word and PowerPoint.
