POSITION TITLE: Accountant

REPORTS TO (TITLE): Director – Family & Community Services

STATUS TYPE: Part-Time (22.5 hours per week)

Oversight is provided to the financial operations of Family & Community Services under general direction of the Family & Community Services Executive Director and assistance from the DHQ Finance Department and Family & Community Services Admin Team.
Financial operations are managed in a timely and accurate manner and according to industry and Salvation Army standards. Requests for information are efficiently managed for the Metropolitan Division and for Family & Community Services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Ensure the accurate and timely maintenance of general ledger, including, but not limited to, the posting of monthly journal entries, the reconciliation of balance sheet accounts, and the review of the financial statements. Prepares general ledger entries supported by adequate documentation.
Oversee or prepare the filing of billings and reports to funding agencies as required by the funding agency on a timely basis.
Ensure that copies of billings to funding agencies posted on a timely basis, no later than the cut-off date announced for the previous month.
Oversee the transmittal of invoices to CF Accounting Payable for timely vendor payment, with accurate account coding for the financial records. Invoices required for inclusion in the previous month need to be received by no later than the cut-off date announced for the previous month.
Oversee the transmittal of cash receipts to CF Accounting for timely deposit, with accurate account coding for the financial records.
Provide financial management for all FCS programs.
Prepare and enter the local monthly bank transactions each month and send the monthly bank reconciliation to City Fund Accounting.
Oversee the proper management of petty cash and all components thereof. Establish/maintain proper transaction procedures, timely submission of expense documentation, and reconciliation to imprest balances.
Analyze and review monthly financial statements with Executive Director. Analyze and review monthly program budgets with program managers.
Assist Executive Director in development of annual budgets.
Assist with monthly closing processes, financial statements and variance analysis ensuring financial statements are in compliance with funding sources, corporate policies and US GAAP.
Responsible for the maintenance and recordkeeping associated with custodian and subsidiary accounts consistent with Salvation Army policies and procedures.
First contact for program managers/staff of assigned programs concerning financial information.
Work with FCS Admin Team to ensure adherence to policies and procedures for accounting in assigned programs so that there is:
Work with Executive Director to evaluate potential new grants. Prepare cost/benefit analysis on potential grants and assist in preparing budgets for new grant applications.
As needed, attend financial related meetings with grantors to:
Develop an understanding of funder requests and policies to ensure compliance.
Consult with program staff on funder requirements.
Work with appropriate Program Managers/staff in reviewing contract results and the renewal of contracts.
Manage grant tracking and project code billing for ease in report compilations; quarterly, annually and as needed by funding sources.
Perform an ongoing analysis/reporting of spending and available funding to maximize fund use.
Assist with Salvation Army and government audits of contracts/programs.
Assist with other financial issues in the absence of Bookkeepers.
May participate on various committees.
All other duties as assigned.
BA, in Finance or Accounting preferred.
At least 5 years of work experience in bookkeeping, accounting or financial management.
Experience with a computer based work environment and an excellent working knowledge of Word, Excel and data base management systems.
Experience with audit preparation.
Experience with federal grant management preferred.
Supervisory experience preferred.
An intermediate knowledge of the principles of accounting and bookkeeping procedures.
Good communication and interpersonal skills.
An excellent attention to detail.
Demonstrated ability to use initiative and be a self-starter.
A positive attitude and the ability to be flexible in light of changing job situations/priorities.
An ability to work with confidential material.
A willingness to support the mission of The Salvation Army.
