Reporting to the Director of the Innovations in American Government Program, the position will provide overall management for projects related to the Civic Analytics Network, a national peer network of urban Chief Data Officers. The purpose of the Network is to accelerate and broaden work, now being undertaken by data leaders from cities and large counties across the United States, by enhancing local willingness and capacity to use analytics to understand and address difficult social problems, and by supporting a peer network of Chief Data Officers.
Outputs of the project include: - Twice yearly convening of Chief Data Officers from large US cities and counties; - Placement of five Data Fellows supporting cities or counties within the network; - Collaboration with data scientists at the University of Chicago to produce "use cases" of successful applications of analytics; and - Ongoing dissemination and networking activities including webinars, a summary conference, white papers, and workshop sessions.
Specific responsibilities include: - Facilitating a robust and collaborative community of practice; - Planning, executing, and ensuring the quality of convening; - Maintaining regular contact with network members; - Oversight and coordination of city-based data fellows and affiliated data scientists; - Responsibility for successful program administration including budgeting and reporting; - Supervision of a full time research assistant and Harvard graduate students; and - Production and distribution of substantial volume and high-quality knowledge products.
This is a fully benefits-eligible term appointment ending February 28, 2018, with a strong possibility of renewal.

Bachelor's degree + at least 5 years of progressively responsible experience, or Master's degree + at least 3 years of progressively responsible experience.
Master in Public Administration or Master in Public Policy preferred; - Strong record of accomplishment within a complex environment with demonstrated leadership, management, and network or community-building skills; Familiarity with data processing and analysis, data visualization, information technology platforms; - Self-motivated, creative and comfortable building collaborative relationships with high-level individuals and groups; - Demonstrated capacity to manage multiple projects, tasks, and the associated budgets; - Set priorities and meet deadlines; - Maintain high standards; - Ability to work well both independently with minimal supervision and on a collaborative team; and - Excellent writing skills are critical along with strong communication and troubleshooting skills.
