The L3 ForceX Contracts Administrator will be responsible for assisting the contracts manager(s) and Senior Manager of Contracts in preparing and managing non-disclosure and proprietary information agreements and conducting proposal preparation, pre-contract data collection, and administering, extending, negotiating, and terminating government contracts to ensure compliance with contractual requirements to satisfy company and customer objectives. The Contracts Administrator is responsible for maintaining the contracts management system and all contract documentation and assisting the Ethics Officer, as needed.
Essential Duties and Responsibilities:
Fulfill all federal contract compliance support including Systems of Awards Management (SAM), FFATA Reporting, Organizational Conflict of Interest (OCI) reviews, and TINA sweeps
Manage and implement corporate contracting updates
Assist in preparation and tracking of non-disclosure and proprietary information agreements
Assist in preparation and tracking of intercompany divisional work authorization agreements and teaming agreements
Assist in reviewing and negotiating terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedure
Assist in proposal preparation and submission, contract negotiation, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
Assist in full range contract administration including administrative modifications, exercise of options with no change of scope or value, issuance of funding letters, tracking of contract deliverables, and management of contract closeout
Manage contract data input into Costpoint and contract document organization in the Contract Management System
Manage ForceX license subscriptions and renewals
Assist the Ethics Officer and Ethics Program with investigations and reporting, as needed
Maintain and keep various systems and files up-to-date with current contract documentation
Required to perform other appropriate duties as requested, directed or assigned
Required Skills, Experience and Education:
5+ years of contract administration experience with use and application of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) or in a directly applicable field of business or law
Thorough understanding of proper proposal preparation and contract and subcontract negotiation, administration, and modification
Experience working with all contract types including Cost Plus and Firm Fixed Price
Experience reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedure
Ability to apply government auditing practices and standards into daily work
Working knowledge of federal contracting principles, laws, statutes and regulations
Exceptional attention to detail
Strong written and verbal communication
Ability to function in a fast pace and ambiguous environment
