The Preuss School is a charter middle and high school dedicated to providing a rigorous college prep education for motivated low-income students who will become the first in their families to graduate from college. As a department within Academic Affairs, The Preuss School also serves as a model school to study and develop best practices in the preparation of low-income, urban students for college admission.
Under the supervision of the MSO and direction from the Financial Manager, serves as primary contact for the credentialed and non-credentialed staff of the school. Performs timekeeping and a variety of payroll related duties, including all levels of Payroll and Personnel System entries for staff. Researches and resolves funding allocations for new and existing appointments. Responsible for all aspects of the recruitment process.
Administers leaves of absence programs (FMLA/CFRA/PDL/military), including eligibility determination, notifications, explanation of benefits, etc. Provides analysis and coordination of classification and reclassification requests, equity increases, stipend requests, etc. Analyzes and interprets policies and makes recommendations as needed.
Responsible for the audit, analysis, and reconciliation of department operating ledgers and determines the use of appropriate methods to correct discrepancies. Incumbent will initiate and process payment authorizations, travel vouchers, purchase orders, cash deposits, payment collections, expense and fund transfers, encumbrance adjustments, and budget adjustment journals. Incumbent will assist in analyzing cost requirements of proposed projects, assist with developing cost projections, and recommending budget proposals and budget justifications.
Incumbent will be responsible for purchasing and overseeing all FinancialLink transactions; processing department purchasing requests; ordering equipment and furniture; resolving complex problems with vendors; and reviewing and renewing maintenance agreements and membership subscriptions as needed. Incumbent will provide financial reports as requested; assist in processing the closing of terminated projects/awards as well as fiscal year closing activities.
Some overtime may be required during peak times (fiscal close).
Experience handling various personnel and related functions including recruitment and selection, employee relations, performance management, compensation and classification, policy and procedure development, benefits administration, terminations and layoffs.
Experience with processing Payroll Time Records for monthly and biweekly employees and biweekly payroll.
Demonstrated experience working in a union environment.
Demonstrated experience with Academic Personnel policies and procedures.
Demonstrated knowledge of budgeting, accounting, and bookkeeping to maintain department financial records and reports.
Ability to review accounts in relation to shifting income/expenditure, audit spending trends, analyze statements for balance of funds, provide projections, audit for appropriateness of expenses and make sound recommendations for budget adjustments.
Experience in investigating issues/problems and initiate solutions by communicating problems to the HR Manager. Skill to exercise effective control of situations or events in the absence of higher authority and ability to make recommendations or decisions that affect office and departmental operations and activities.
Demonstrated ability to calculate complex calculations for retro-salary equity increases, reclassifications, and administrative stipends.
Demonstrated knowledge and understanding of and ability to interpret and apply local, state, and federal employment laws, including FMLA/CFRA/PDL/ADA/FEHA.
Proven ability to act on initiative and exercise independent judgment in executing a wide variety of HR functions and maintaining absolute reliability in handling confidential and sensitive matters.
Demonstrated strong analytical and critical thinking skills to identify problems and develop innovative solutions.
Ability to examine and question policies, processes, and procedures in order to gain a stronger understanding of, as well as to offer recommendations for improvements to such items/issues.
