Department Profile The EMEA Legal and Compliance Department is charged with day-to-day oversight and coordination of the Firm's compliance with core regulatory requirements covering all businesses including Institutional Sales and Trading (fixed income, commodities, equities), Investment Banking, Research Investment Management and Private Wealth Management Business across the EMEA region.
Team Profile The role of the EMEA Regulatory Initiatives Team includes: - Managing the UK rules management framework, EU Regulatory Reform tracking and representing EMEA Compliance in the Global Rules Management Framework working group - Reviewing existing first and second line control frameworks for compliance with rules and regulations relevant to Morgan Stanley's business - Ensuring that regulatory reform projects consider and deliver appropriate control frameworks for compliance with rules post implementation - Managing the "Lessons Learned" program in EMEA to ensure the Firm reviews and enhances its control framework in response to internal and external conduct and regulatory incidents - Leading on EMEA Compliance regulatory and strategic initiatives and acting as the EMEA Compliance coordinator for Global Compliance initiatives - Providing support to the compliance advisory teams with respect to Global initiatives impacting their area
Primary Responsibilities The role will be predominantly to assist with the rules management responsibilities of the team which are expected to heavily increase in the next year. The candidate will need to have a keen interest in rules (FCA and PRA rules) and EU regulation and be confident using Excel. The primary responsibilities will include:
- Identifying FCA, PRA and ESMA publications, logging them in the UK Rules Tracker, assessing which business areas are impacted and notifying the relevant Compliance coverage teams - Representing Compliance in the bi-weekly EMEA Regulatory Core team meetings and presenting publication updates - Assisting with socialising and maintaining the EU Regulatory Reform Tracker - Assisting with the annual Periodic Rules Framework Assessment - Acting as EMEA point person for the Firm's development of the Global Rules Management Framework Library, including user acceptance testing, inputting to the design and acting as EMEA owner post-implementation
The candidate will ideally have a good understanding of the various aspects of a Compliance division as well as familiarity with the way in which large investment banks operate across business units and infrastructure functions.

Experience / Technical Skills Required: - Previous experience in financial services with a leading bank, securities house, regulator or consultancy practice in an operational, control or compliance function
