Primary Purpose: The Senior Project Manager is responsible for managing the execution of strategic technology-focused programs and projects of significant complexity from conception through delivery. Management should include the successful project definition, planning, budgeting, time estimating, scheduling, project staff planning, resource leveling, and organizing. This individual must be able to lead high performance project teams for the successful delivery of projects within their assigned organization with little to no guidance. The Senior Project Manager manages all factors that govern project success to ensure high-quality delivery within time, cost, and quality parameters established by the Program Management Office (PMO). He/she will have a very heavy responsibility to influence Pacific Technology IT Managers, stakeholders and resource managers to follow standard project management practices to achieve their project goals. He/she serves as primary contact for university senior department managers for critical change initiatives. With limited guidance, develops a sound implementation plan for meeting project strategies, within the budget and timing constraints. He/she coordinates activities across the PMO for project teams and assistant project managers when necessary. He/she proactively manages project delivery and approvals with little supervision, resolving action items, issues, and risks and maintaining open communication with the PMO Director. This individual monitors progress to the plan and proactively communicates any and all variances. He/she serves as the primary point of contact for assigned projects and is responsible for developing executive status reports and leading well-organized status meetings. Project checkpoints and deliverable review meetings are scheduled and led by this individual. It is the Senior PM's responsibility to ensure that the appropriate PMO project managers and team members are involved as needed in the programs he/she is managing.
Essential Functions: With minimal guidance and direction from the PMO Director, the Senior Project Manager performs the following for large scale, high priority, high visibility strategic programs and project efforts:
Develops and maintains project management standards and procedures aligned with the Universitys policies and strategies through the implementation and use of a project management tool and defined business practices.
Provides project management training to other IT or external university staff where appropriate.
Provides some leadership and collaboration guidance to PMO Project managers in day-to-day management of projects.
Implements and reviews quality assurance procedures in accordance with the Universitys policies and procedures to ensure successful execution and project completions.
Stays current in project management practices applying as appropriate to day-to-day management of University projects.
Defines project scope, goals and deliverables that support university strategic business goals in collaboration with senior management and stakeholders.
Estimates the resources and participants needed to achieve program and project goals.
Drafts and submits budget proposals, and recommends subsequent budget changes where necessary.
Proactively manages changes in project scope, identifies potential crises, and devises contingency plans.
Provides effective and timely communication to team members and stakeholders project expectations.
Creates and disseminates executive status reports as defined in the program or project.
Delegates tasks and responsibilities to appropriate personnel.
Coaches, mentors, motivates and supervises project team members and contractors, and influences them to take positive action and accountability for their assigned work.
Identifies and resolves issues and conflicts within the project team.
Plans and schedules project timelines and milestones using appropriate tools.
Tracks project milestones and deliverables.
Develops, determines frequency and content of status/progress reports, proposals, requirements documentation, and presentations from the project team, analyzes results, and troubleshoots problem areas.
Defines project success criteria and disseminates information to involved parties throughout the project life cycle.
Conducts project close out sessions and lessons learned reviews while also creating recommendations that identify successful and unsuccessful project elements.
Utilizes best practices and tools for project execution and management.
Builds, develops, and grows any business relationships vital to the success of the project.
Communicates program and project specifics as appropriate to the PMO Director to provide an awareness and overall general understanding of the projects health.
10 years of progressively challenging IT project management experience (large-scale, multi-disciplinary Project Management) required.
Bachelors in one of the following or related fields: Computer Information Systems, Computer Programming, Computer Science and Computing & Management required.
Project Management Professional (PMP) or Completion of a Certified Project Management Program.
Preferred Qualifications: Skills/Knowledge and Expertise:
Ability to use MS Project Professional or other project management tool to manage project scheduling and tracking.
Experience in all aspects of IT project management from hardware infrastructure through application development.
Solid understanding of, and experience with, PMI methodology used to deliver assigned projects.
Demonstrated ability to lead projects in a fast-paced environment where resources are often shared across projects.
Strong planning, organizing, and coordinating skills.
Demonstrated project leadership skills.
Strong organizational skills.
Exceptional and effective interpersonal, verbal and written communication skills.
Ability to handle and prioritize multiple tasks.
Ability to work on various teams and contribute to the success of the teams.
Experience with PowerPoint, MS Project, MS Word.

Primarily an office setting with exposure to noise and cooler temperatures when working in classroom environments. Constant sitting and computer usage, frequent walking and standing required. May require occasional bending, stooping, and squatting. Simple grasping and frequent use of computer keyboard. Ability to lift up to 40 lbs. Physically able to participate in training sessions, presentations, and meetings.
Work Environment/Work Week/Travel: Work performed during standard business hours, additional work hours may be required to meet project deadlines and business needs. Some travel may be required for the purpose of meeting with clients, stakeholders, training, or off-site personnel/management.
