The San Mateo County Transit District is the administrative body for public transit and transportation programs in San Mateo County, California: SamTrans bus service, Redi-Wheels paratransit service, Caltrain commuter rail service and the managing agency for the San Mateo County Transportation Authority. The Senior Accountant reports to a Finance Manager, and is responsible for performing and reviewing financial reporting activities in accordance with Generally Accepted Accounting Principles (GAAP). You will also be responsible for overseeing the month-end and year-end close including reviewing of general ledger account analysis, reconciliations, and review and approve journal entries; reviewing and verifying reliability and integrity of financial data and accounting software systems; reviewing and evaluating accounting procedures, making recommendations to accounting systems and processes to ensure compliance with GAAP, Governmental Accounting Standards Board, Federal Transit Administration, and other laws and regulations; acting as a liaison between finance and other departments, organizations, and agencies; and preparing audit schedules and having lead responsibility for audit requests and findings.
Other duties include: setting the daily cash position and preparing cash forecasts; managing the fixed investment portfolios; reporting on sales tax revenue; maintaining financial control for the transfer or wiring of agency funds; performing grant project accounting; performing capital project accounting, plus planning and implementing fixed asset physical inventories and investigating all exceptions; preparing accounting reports such as the weekly cash flow analysis, monthly financial statements, annual Comprehensive Annual Financial Reports, annual National Transit Database, State Controller’s reports, investment reports, capital project/grant reports, board reports, pension reports, and any compliance reports as needed; communicating with internal and external stakeholders to resolve complex accounting issues, answer questions, resolve problems, and address complaints; and interpreting rules and regulations of other government agencies that affects the District’s accounting process.
The ideal candidate will have a Bachelor’s Degree in accounting, finance, or related field with three years of full-time accounting or related experience, plus one year of supervisory or lead experience. Accounting experience in a governmental organization is desirable. Experience with general ledger, grants, fixed assets, enterprise fund accounting, or treasury experience is desirable. Must be experienced in with an Enterprise Resource Planning system. PeopleSoft experience is desirable. Must be proficient in the use of Microsoft Office Suite. Must have effective oral and written communication skills.
