Assumes the overall responsibility and authority for administrative and leadership functions, supervision of the organizational plan and responsibility for ongoing communication with the Board of Directors, Professional Advisory Committee, as well as the entire Agency staff.
Degree in nursing, health service administration, business administration, or related field preferred. Minimum of five (5) years of experience in supervisory or administrative positions in health care – home health care preferred. Knowledge of the regulatory requirements at the state, federal, and local level. Excellent verbal and written communication skills and strong interpersonal skills.
Agency Planning, Development, and Maintenance
Plans, organizes and directs the agency’s administrative and leadership functions and overall development consistent with the agency mission and available resources under the direction of the Board of Directors and Advisory Board. Identifies and implements the agency organizational structure and areas of responsibility. Establishes and maintains effective channels of communication through regular meetings with department managers and staff. Develops and maintains accurate and timely data collection, recordkeeping, and reporting systems to ensure proper service delivery, uniform accounting, and measurement of outcomes. Ensures development of relationships with legislative, community and third-party payers.
Plans overall development and administration of the Agency as set forth in the Conditions of Participation and/or applicable state/federal regulations. Ensures agency preparation for certification surveys. Takes action on reports and recommendations of any authorized planning, regulatory or inspection agencies.
Responsible for fiscal planning, budgeting and management of operations in accordance with established fiscal parameters and controls. Submits budget to the Board of Directors for approval.
Develops, updates and administers the agency’s programs, policies and procedures to ensure that quality care services are provided in the most efficient, cost-effective manner.
Implements governing body directives and ensures appropriate service policies are developed and implemented. Maintains ongoing liaison between the Board of Directors, the Professional Advisory Board, and agency staff. Informs the governing body, staff and professional advisory group of current organizational, community, industry trends, and resources needed to implement his/her responsibilities.
Recruits, employs and retains qualified personnel to meet agency needs. Ensures timely employee evaluations. Approves hiring and termination of all employees. Manages agency wage and benefit programs. Approves all salary increases and staff promotions in cooperation with department managers.
Ensures the development and implementation of education programs to meet identified staff needs.
Conducts an annual agency evaluation, reviewing standards and methods of measurement of agency activity, and any necessary corrective action to meet agency/industry standards.
Establishes and implements an effective Compliance Program to prevent illegal, unethical or improper conduct. Along with the Compliance Committee, directs, monitors and implements all necessary actions to ensure achievement of the objectives of the Program. Ensures the ongoing management of information security policies, procedures, and technical systems in order to maintain the confidentiality, integrity, and availability of all organizational healthcare information systems to comply with all regulatory requirements.
Participates in the coordination and implementation of an ongoing community awareness program. Actively pursues new and innovative marketing opportunities. Acts as official agency spokesperson and representative. Ensures the accuracy of public information, materials, and activities.
