Under the Institute for Population Health Improvement Senior Contract Manager, this position works in partnership with the California Department of Public Health Tobacco Control Program (CTCP), Health Equity and Local Programs Unit Chief to perform the duties involved in the development and implementation of local and statewide comprehensive tobacco control plans. This will include development of the tobacco control health strategy design, policy recommendations, programmatic interventions, data collection and analysis, and evaluation methods related to tobacco control in California. This will require reviewing current research and evaluation data, conducting needs assessments, coordinating workgroups, and developing programmatic guidelines and preparing recommendations to present to CTCP leadership.REQUIRED- Knowledge of public health planning, implementation, and evaluation of policy campaigns.- Knowledge of community health education principles. - Knowledge of the elements of program planning, such as conducting needs assessments, developing measurable objectives, and designing appropriate quantitative or qualitative evaluation plans. - Knowledge in the development of comprehensive strategies and funding processes to provide tobacco control services at the community and statewide level.- Experience in assisting with developing, implementing and evaluating complex health education programs and projects; helping to coordinate major projects involving partners and collaborations; assisting with conducting conference workshops and training programs; establishing and maintaining productive working relationships with other health disciplines, agencies, organizations and the public; preparing high level reports, funding applications and other written documents.- Experience in providing consultation, training, and technical assistance to community organizations that conduct tobacco control interventions in communities throughout California.- Strong organization skills to work efficiently in a dynamic and fast-paced environment, while multi-tasking to manage multiple tasks, ensure follow-through, and meet demanding timeframes.- Strong skills in analyzing, researching, and synthesizing large amounts of data/research for preparing sound and relevant proposals/analyses.- Exceptional communication and interpersonal skills to communicate effectively, both verbally and in writing to convey complex issues competently.- Project management experience necessary to advance initiatives (both long-term and immediate projects).PREFERRED- Bachelor's or Master's level degree in health promotion, community health, or related field. Specialization in public or community health education OR an equivalent combination of education and experience.- Experience in California State Government and in tobacco control.SPECIAL REQUIREMENTS - THIS POSITION MAY BE SUBJECT TO A CRIMINAL BACKGROUND INVESTIGATION, DRUG SCREEN, LIVE SCAN FINGERPRINTING, MEDICAL EVALUATION CLEARANCE, AND FUNCTIONAL CAPACITY ASSESSMENT- Requires travel both in and out-of-state as required to provide technical assistance, training, and disseminate information.
