National Quality Forum (NQF) is a not-for-profit membership organization conveniently located at McPherson Square in Washington, DC. National Quality Forum leads national collaboration to improve health and healthcare quality through measurement. We are currently seeking a Chief Financial Operating Officer.
The Chief Financial Operating Officer (CFOO) provides broad executive level management, strategic leadership, and oversight over operational programs with a focus on improving performance, management controls, communication, and efficiency of operations. The CFOO is responsible for the overall oversight, organization and management of financial functions and has direct responsibility for managing operational departments including Communications, IT, and Membership.
POSITION DUTIES AND RESPONSIBILITES
The Chief Financial Operating Officer is a primary point of contact for the organization’s operations and is responsible for oversight and/or performance of the following:
Reviews financial data to analyze revenue trends and expenses, makes projections, and provides strategic financial input and leadership on decision-making issues, including cost reduction.
Develops, analyzes and interprets statistical and accounting information in order to assess operating results in terms of performance against budget, cash flow projections and other matters bearing on the fiscal soundness and operating effectiveness of the organization.
Coordinates and directs the preparation of the budget, financial forecasts, and indirect and direct cost rates. Provides recommendations to reduce costs, including indirect costs, to align with budget.
Furnishes accurate and timely financial reports to the Executive Management Team and Board of Directors.
Provides information used in the preparation and monitoring of government and non-government contracts and grants.
Prepares for and coordinates annual independent audit(s) and tax filings.
Develops and oversees finance and accounting policies, procedures and controls in compliance with all applicable requirements and regulations.
Provides strategic direction in the development and implementation of goals to grow and retain members.
Oversees and manages membership operations including member education, benefits, and engagement.
Manages and implements a comprehensive communications strategic plan for external and internal audiences.
Ensures all communication initiatives and efforts support organization’s mission and strategic goals.
Information Technology (IT)
Oversees implementation of IT strategy by collaborating with senior management and staff to prioritize operational needs.
Bachelor’s degree required with at least 15 years of related experience.
MBA is a plus
Experience and Expertise
Experience managing finance (accounting, budgeting, control, and reporting) for a complex nonprofit with multiple funding and an affiliate structure with diverse program areas delivered nationally.
At least five years of experience as CFO or equivalent, preferably in a nonprofit organization with a budget of at least $20 million.
Significant experience in government contracting and accounting.
Experience in management of operational programs such as communications and IT.
Experience in operations of a membership organization a plus.
Deep knowledge and understanding of the Office of Management and Budget Circular A133 audit.
