Position Type and Expected Hours of Work: This is a full-time managerial position, and hours of work and days are Monday through Friday, 8:30 a.m. to 4:30 pm. Occasional evening and weekend work may be required as job duties demand. Note: This position is in the "NL" category of employment (non-fixed work week) and have no claim or entitlement to time off or cash compensation for hours worked beyond their normal schedule. However, unusual requirements for additional work time by these employees may be compensated by allowing roughly comparable amounts of time off, provided prior approval is given by the supervisor and Unit Head.

The Director of Capital Planning reports to the Vice President for Finance and Administration and manages the College's Office of Capital Planning. The Director of Capital Planning provides leadership and oversight for all capital projects, including the planning, budgeting and construction. He/she oversees the conceptualization, design and implementation of capital projects, including: defining the project concept, scope and space program; coordinating financing; engaging architects, construction managers; engineers; assembling task forces that finalize project programs and approving design; bid and award construction contracts; and managing projects through closeout.
Ensure all projects stay on budget, on scope and are completed in a timely manner with minimal disruption to campus. Prepare monthly progress reports to review with senior management.
Direct all activities related to planning, design and construction project management (ranging from $500,000 to $50 million); oversee the efforts of architects, project managers, coordinators, consultants and/or contractors; negotiate contractual relationships, monitor project progress, budgets and compliance with project objectives. Issue and actively manage construction contracts and construction documents.
Coordinates the engagement of qualified architects, engineers and construction companies for College projects.
Manage and supervise the Office of Capital Planning to achieve goals with available resources; plan and organize workloads and staff assignments; train, motivate, and evaluate assigned staff. Provide coaching, review progress and direct changes as needed.
Coordinate permitting and construction activities with applicable representatives, including the Division of Community Affairs, and develop effective working relationships with appropriate officials, to secure timely approvals and permits needed for construction projects.
Cooperate with and assist bond counsel, rating agencies, and the New Jersey Educational Facilities Authority (EFA) in preparing Official Statements and Notices of Sale for the issuance of revenue bonds.
Provide leadership and guide preparation of plans, budgets, presentations, funding requests, programs, studies, reports, and recommendations.
Develop effective and productive working relationships with key internal partners, including Facilities, ITS, Business Services and Budget.
Coordinate with the Director of Facilities to update and maintain current Facilities Master Plan and projected deferred maintenance plan.
Prepare annual request for capital budget including repair and renovation projects and new capital construction for the State.
Focus on sustainability in design and construction of projects. Assist in the attainment of the College's sustainability goals.
Prioritize capital funding requests in order to maximize scarce resources.
Develop space and design standards, and provide recommendations to campus.
Responsibilities further entail Board relations. Prepare reports and presentations to keep Trustees abreast of capital projects and help set the agenda for future planning. Prepare Board resolutions relating to capital projects and assure implementation thereof.
Collect, consolidate, display, analyze and interpret data and statistics useful for internal reporting and for responding to queries and requests from federal, state and other external agencies and departments.
Make presentations, on a periodic basis, to campus.
Special projects as assigned.
Experience managing a team of planning/construction/design/architectural professionals, both internal staff and external partners required.
Demonstrated success at simultaneously managing multiple projects with varying levels of complexity and urgency from planning through construction.
Work cooperatively in a team environment. Willingness to engage various constituencies, encourage creativity and ingenuity.
Demonstrated success in dealing with State approvals, including Division of Community Affairs (DCA).
Thorough knowledge of regulatory requirements and processes in New Jersey.
A high degree of organizational skills, ability to set priorities, manage multiple demands and the ability to complete tasks under strict time lines is required.
Extensive experience and knowledge of PC applications, including Microsoft Office Suite (Excel, Power Point, Word and Outlook).
Ability to provide leadership, counsel, motivation, and constructive performance reviews to staff.
Skill in resolving conflicts and gaining cooperation among competing interest groups, and awareness of shared governance environment.
Ability to manage and communicate project deadlines of self and others.
Ability to plan and organize the work of others and effectively delegate.
Minimum of five years professional experience in an institution of higher education or other industry that is directly related to the functions of the position to be filled or equivalence as determined by the appointing authority.
Graduation from an accredited college with a Bachelor's Degree supplemented by a Master's Degree in a field related to the responsibilities of the position to be filled or equivalence.
Experience with USGB LEED certification, preferably have LEED Green Associate credential, at a minimum.
