The International Training and Education Center for Health (I-TECH) is a center in the University of Washington's Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.
The mission of I-TECH's Laboratory Systems Strengthening (LSS) program is to improve laboratory operations for optimal patient care and treatment, disease surveillance and response, biosecurity, and policy development. The LSS team fosters the development of sustainable laboratory systems and laboratory capacity in multiple countries throughout the world and comprises staff in Seattle, as well as country- based staff. The team leverages partnerships within UW and with external collaborators globally, and engages directly with Ministries of Health and funders to accomplish mutual objectives. I-TECH's project in Cote d'Ivoire involves direct technical assistance to the Ministry of Health, National HIV Program, National Public Health Laboratory, and provincial and district health laboratories. The goal of this work is to support a functional laboratory network towards reaching 80% saturation for HIV care and treatment in selected districts by offering quality laboratory services and targeting blood banks to ensure quality of blood and blood products, working towards accreditation of these laboratories.
I-TECH has an outstanding opportunity for a part-time (50% FTE) Program Officer. The Program Officer provides programmatic support to the Senior Program Manager (SPM) at I-TECH HQ, performing a variety of administrative and analytical duties to ensure the project activities are effectively implemented. The Program Officer will work closely with the Principal Investigator (PI), SPM, HQ and in-country project team staff to provide input on managerial, operational and budget issues. This position will also work closely with other members of the team in finance and operations to assist in areas such as tracking and monitoring contractual agreements, participating in the development of donor program and financial reporting, and other duties as required.
KEY RESPONSIBILITIES INCLUDE:
Budget & Financial Analysis
Prepare and monitor internal budget reports in I-TECH's financial systems. This includes budget projections, spending trends, and monthly budget reports.
Provide regular updates to the Principal Investigator (PI), SPM, and Country Representative on the financial status of programmatic activities
Contribute to the development of annual budgets and financial forecasts.
Collaborate with the management staff and PI to prepare quarterly and ad hoc budgetary reports (e.g.pipeline, expenditure analysis) for stakeholders and donors and participate in a monthly budget review.
Work with the SPM to identify and resolve budget and financial management issues.
Authorize purchases on assigned budgets as delegated by the PI or SPM and in alignment with grant regulations and I-TECH and UW policies. Promote the implementation and use of I-TECH's Program Standards and Global Operations Manual at the Country Office (CO) level.
Work with the PI, SPM, project team and CO staff in developing annual work plans, including identifying deliverables, tasks, accountabilities, and results indicators, and in establishing mechanisms to assure efficient work plan implementation.
Provide technical assistance to local staff to ensure the CO complies with I-TECH standards and UW policies and procedures.
Develop and monitor HQ-based consulting agreements, including well-defined scope of work, deliverables, and compensation terms. Recruit, hire, evaluate, and discharge consultants to help meet project needs.
Oversee the development of, and oversee, HQ-based subcontracts and vendor agreements as well as payments.
As needed, assist with recruitment and hiring of in-country staff positions, including development of job descriptions, interview questions, and screening tools.
Project Management & Reporting
Assist the SPM and project staff with HQ-based reporting to funders documenting activities, spending, and results.
Coordinate travel and meetings for HQ-based PI, project staff and visitors as needed.
Contribute to the documentation and knowledge sharing of LSS program results through articles, conference posters, web postings, and presentations.

Bachelor's degree and minimum 3 years' experience, preferably working in complex, grant-funded programs. An equivalent combination of education and experience may also be considered.
Experience performing award administration for USG-funded projects.
Minimum 1 year of experience developing and monitoring budgets and activity plans.
Demonstrated experience with project management principles and practices.
Previous experience working with a variety of individuals from diverse backgrounds and expertise
Self-starter with the ability to solve problems independently
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Proficiency in written and spoken French
Familiarity with UW systems is also desirable, such as My Financial Desktop, Ariba, and Host Analytics
CONDITIONS OF EMPLOYMENT
Appointment to this position is contingent upon obtaining satisfactory results from a criminal background check.
This part time (50% FTE) position is located at the I-TECH offices at the UW in Seattle. The Program Officer position may require travel to Cote d'Ivoire for work planning meetings 1-2 times per year. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. This position requires participation in early morning telephone conference calls in order to accommodate time zone differences.
