SPECIFIC JOB FUNCTIONS: MTS is a rapidly growing company and we are seeking highly motivated, talented candidates to join our staff!
This position will consist of the following responsibilities:
Assist with the development of Federal Acquisition Regulation (FAR) Part 15 Request for Proposals (RFPs) for sole source and competitive procurements.
Ensure certified cost and pricing (C&P) data submitted from suppliers is sufficient for the determination of fair and reasonable prices. If data is insufficient, assist client in communicating with suppliers to gather sufficient data.
Support client with determining proposal adequacy for supplier proposals that are subject to providing certified cost and pricing data or claiming a commercial exception to providing certified C&P data.
Analyze certified C&P data provided by suppliers conducted in the manner defined by FAR.
Create cost analysis reports (CARs) documenting the analysis of supplier proposals and identify questioned and/or understated costs and fee.
Evaluate proposed prices compared to market prices, historical purchase order/invoices, or ‘other than’ certified C&P data.
Support client with issuing DCMA/DCAA rate assist and full assist audits, and track progress through completion and issuance of DCMA redacted audit results.
Develop negotiation offers based on data utilizing CARs, commerciality data, market research, and other appropriate resources.
REQUIREMENTS: Bachelor’s Degree in Business, Accounting/Finance or related field and 12 years direct cost estimating and/or pricing experience
Experience with government cost accounting principles and FAR required
Experience working with all phases of solicitation processes such as RFPs, Requests for Information (RFIs), proposals, factfinds, and negotiations
Expert knowledge in cost analysis using a variety of quantitative and qualitative techniques and methods to perform reviews and assessments of technical cost estimates and project schedules
Highly proficient in MS Office Excel
Must have exceptional organizational skills, creative, analytical and problem solving skills
*This position is a 3-4 month assignment.
Essential Functions Work Environment- Generally an office environment, but can involve inside or outside work depending on task.
Physical Requirements- Work may involve sitting or standing for extended periods of time). May require lifting and carrying up to 10 lbs (5% of time).
Equipment and Machines- Standard office equipment (PC, telephone, printer, etc.).
Attendance- Regular attendance in accordance with established work schedule is critical. Ability to work outside normal schedule and adjust schedule to meet peak periods and surge requirements when required.
Other Essential Functions- Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
