The role will support the Global Head, Central Compliance in driving high standards of regulatory compliance and deliver key priorities and initiatives, aligned to Central Compliance's performance scorecard.
Key Roles and Responsibilities
Strategy * Establish a robust Compliance governance framework that supports the delivery of the Compliance Strategy as First Line for the implementation of compliance policies and procedures related to Central Compliance, to the extent the processes have been identified as owned by the Central Compliance function, in line with the Group's process universe as set out in the Group Operational Risk Framework, including activities within the processes owned by the Central Compliance function which are hubbed or outsourced.

Processes * Implement and maintain robust structures to support effective governance and Compliance oversight. * Oversight of Compliance processes to ensure those compliance policies and procedures related to Central Compliance are effectively implemented. Insofar as they relate to Central Compliance, responsible for providing details of developments giving rise to a material risk that serious regulatory breaches or breaches of risk tolerances may occur and notifying any such breaches to Group Head, Compliance.
Responsibility does not encompass the operation of information technology systems used to implement any policies and procedures, which is the responsibility of the Group Chief information Officer.
People and Talent * Ensure an integrated approach to people and talent management in the Compliance function including staff competency to perform duties objectively, to support sustainable business growth and address compliance risks. * Assess job holders to ensure they are suitably skilled and qualified for their roles, and that they have effective supervision in place to mitigate any Compliance risks.
Risk Management * Act as Risk Owner under the Group's Operational Risk Framework for Regulatory Compliance processes, excluding operational risk control areas under the responsibility of Group General Counsel * Review policies and procedures developed by Compliance Function for relevancy. * Oversight of product governance measures to ensure product approval documents reflect all relevant regulatory requirements * Oversight of compliance matters and regulatory issues that have a significant impact on the Bank * Anticipate horizon risks that may have a significant impact and develop effective complance governance strategies to mitigate such horizon risks * Oversight of Compliance function to ensure proactive and timely identification, assessment, advice and dissemination of evolving regulatory changes/practices and associated risks, and proactive engagement in regulatory reform
Governance * Ensure Compliance Function complies with applicable internal policies, and external laws and regulations * Provide oversight across the Compliance Function to ensure appropriate risk based compliance processes for identifying, assessing, managing, monitoring, mitigating and reporting compliance risks (including regulatory risks and Functional related operational risks) in accordance with the Group's Operational Risk Framework * Acts as Risk Control Owner under the Group's Operational Risk Framework for Regulatory Compliance processes * Oversight of Compliance Process Universe to ensure processes established are in adherence to policies, procedures and standards * Ensure effective implementation of Compliance processes across the Compliance function to address compliance risks (including regulatory risks and Functional related operational risks) * Ensure production of good quality in Compliance Reports to Board, Committees and Management. * Represent the Function in relevant committees or management forums * Promote the culture and practice of compliance with compliance standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank and embed a 'Here for good' culture and the Group Code of Conduct. * Provide reports to senior management on key compliance risks and issues relating to Compliance owned processes.
Regulatory & Business Conduct * Display exemplary conduct and live by the Group's Values and Code of Conduct * Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct * Lead the Compliance function to achieve the outcomes set out in the Bank's Conduct Principles: Fair Outcomes for Clients; Effective Operation of Financial Markets; Financial Crime Prevention; The Right Environment. * Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters

Qualifications and Skills
* Legal qualification and substantial experience (in excess of 15 years' relevant practice) in legal, compliance and regulatory risk management * Substantial experience in the Financial Services industry, including demonstrated success in a similar role * Sharp business acumen (including ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity * Strategic vision for the Function * Ability to collaborate and work dynamically across country, region, business and group stakeholders * Understanding of best practice risk management techniques * Understanding of the key features of relevant laws and regulations relevant to the Group * Sound judgement on business practices, regulatory relationship management and reputational risk * Exemplary integrity, ethics, independence and resilience * Extensive knowledge of operational processes and / or Governance, Risk, Control and Assurance Practices * Personal authority with proven ability to establish relationships and provide strong direction at the most senior levels of the Group and with regulators and other external stakeholders
