The City of Portland Bureau of Parks and Recreation(PP&R) is seeking a Health, Safety, and Environmental (HSE) Program Manager. The HSE Program Manager plans, organizes, directs and evaluates the programs, activities and personnel of the Portland Parks & Recreation Health, Safety and Environmental team, including 4 direct reports and over 20 team members. This position oversees a team who is responsible for managing bureau-wide employee safety, security, emergency management, property liabilities and HSE compliance and best practices; leads PP&R policy creation and implementation; and serves as a member of PP&R's Senior Management Team by participating in setting the strategic direction and policy of the Bureau. The HSE Program Manager is responsible for the successful management of HSE Programs, including liaison with regulators, other Bureaus, leadership, partners, the public, and all employees on a regular basis.
This position is unique in the City due to the open, public nature of PP&R assets, scope and breadth of operations, and the bureau's interface with partners and lessees who also serve the public. Responsibilities include fostering a culture of a high-level of attention to HSE issues within the Bureau and among the patrons and partners of Parks. Responsibilities also include developing and implementing a long-term strategy to attain and sustain a very high level of HSE program performance, including becoming a model for other Parks Districts and other City Bureaus. The HSE Program manager will supervise program staff as well as integrate best practices in related programs which may be housed in other PP&R teams; develop and support employee, public, and stakeholder HSE communications; and manage program budget, performance metrics, regulatory reporting, and establish a program governance structure which includes external participation.

Applicants must meet each of the following minimum qualifications that are required for this position:
Knowledge of advance principles, practices and methods of HSE Program administrative and organizational management, including but not limited to program and budget development and management.
Ability to apply sound, creative problem solving techniques with tact and diplomacy, especially when dealing with sensitive and difficult people, issues and situations.
Knowledge of and ability to apply federal, state and local laws, regulations and court decisions applicable to HSE Program responsibilities.
Strong verbal and written communications skills, including but not limited to the ability to present conclusions and recommendations clearly, logically and persuasively to both internal and external stakeholders.
Knowledge of and ability to apply principles and practices of effective leadership, management and supervision.
