CACI is searching for an Executive Vice President of Contracts. As the EVP of Contracts, you will lead a team of geographically dispersed contract, procurement and government property professionals responsible for the full contract life cycle. You will have ultimate responsibility for setting direction, policy and procedures based upon corporate level strategy. You will ensure contract and procurement support provided to business leaders shows value and contributes to the overall success of the company.
The EVP of Contracts is a key position on the Executive Leadership Team. You will be responsible for providing leadership and oversight of the Contracts organization while delivering on strategic initiatives within a culture that is consistent with the values of CACI.
As the EVP of Contracts, your key areas of responsibility will be to:
Ensure achievement of strategic objectives, review enterprise performance and make final decisions:
Provide leadership and resources (contracting & procurement professionals) with skill sets necessary to help Business Groups deliver on current contracts
Implement solutions to further Business Development and Capture organizations in support of new business capture and partnership goals
Manage corporate level risk – participate in fixed price reviews, fill the role of the Corporate OCI Compliance Officer, and assess and advise of contractual execution and funding risks.
Interface with DCMA and DCAA and maintain compliant business systems (purchasing & property) to retain government approval and our ability to compete
Set broad strategy for a business or group of businesses or set enterprise-wide functional policies with focus on markets and technologies in the long-term:
Owner of Contracts & Procurement policies and procedures – streamline and tailor to business needs, as necessary
Monitor quality of the Contracts & Procurement department to ensure superior customer service.
Ensure contracts and proposal information are properly entered into corporate databases and securely maintained. – provide corporate level/ad-hoc reporting and build-in efficiencies
Set guidance based upon regulation changes (FAR, DFAR, etc.)
Establish business plans and implementation strategies and participate in execution of both:
Actively advocate for CACI on government related Advisory Councils whom focus on policy and government contracting procedures.
Lead CACI’s industry presence and establish relationships with senior leaders in Government and Industry to ensure positive working relationships and understanding of our customers’ missions.
In partnership with the CFO organization, guide M&A integration – ensure seamless assimilation
Manage and operate the team with a focus on performance execution and maximization in the short-medium term:
Drive procurement initiatives which reduce cost and drive value for CACI customers.
Facilitate the introduction of small business partners to CACI P&L and Business Development organizations
Experienced Contracts and Procurement professional with 20+ years of increasing contract/procurement management proficiency
Full understanding of Federal government acquisition and contractual processes and procedures including FAR, DFAR, etc.
Strong verbal and written skills with ability to convey complex information
Proven negotiating and persuasive skills when negotiating terms and conditions and drafting contracts
15+ years of supervisory experience culminating in a leadership role.
Recognized for motivating large teams, complex problem solving and developing future leaders
Active TS/SCI clearance
MBA or MS
Executive level assignments in the Federal government responsible for acquisition of goods and services and/or contracts management.
Professional industry certifications (e.g. CPCM)
