Performs supervisory work by directing operations at the County landfills, convenience centers, and yard waste facility. The work involves operating heavy equipment; training and supervising personnel; and maintaining the County landfills, convenience centers, and yard waste facility. Overall goals are set and the worker determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work.
Essential Job Functions
Manages the operation of the County's Environmental Resources facilities in accordance with all applicable regulations and mandates.
Supervises the operation of heavy equipment to develop and maintain the County landfills, convenience centers, and yard waste facility.
Monitors and maintains leachate storage tanks and responsible for leachate disposal and treatment.
Maintains engineered elevations and grade in accordance with permit.
Ensures storm water management controls and ponds are in compliance with drawings, regulations, and permit conditions.
Manages litter pick up within all solid waste acceptance facilities.
Approves for hire, trains, coordinates, evaluates, and recommends for discipline assigned personnel in accordance with County personnel policies and procedures.
Coordinates and schedules the adequate maintenance of all landfill and recycling equipment.
Maintains records of all landfill and recycling operations in accordance with applicable regulations and County policies and prepares reports.
Responds to public inquiries regarding landfill and recycling related matters.
Supervises and schedules Solid Waste Workers at the County landfills, convenience centers, and yard waste facility. Coordinates court appointed community service workers.
Dispatches roll-off drivers to necessary job sites and assists in routing.
Performs contract administration for vendors and contractors working on site and handling County recycling materials.
Ensures compliance with all safety regulations. Conducts weekly and monthly safety meetings.
Monitors and coordinates testing of ground water and gas wells.
Ensures adequate inventory of supplies and materials at the County landfills, convenience centers, and yard waste facility.
Ensures all landfill cells are compacted to maximum densities and engineered to design drawing grades.
Coordinates disposal and purchase of landfill equipment for yearly budgets.
Coordinates design upgrades for more efficient recycling and landfill areas.
Maintains daily fuel usage records.
Supervises general maintenance including snow removal, grass cutting, sodding, and erosion control work at County landfills.
Landfill, recycling, and yard waste facility operations.
Applicable laws, rules, and regulations governing landfill operations.
Recycling and waste reduction programs.

The use and care of tools, equipment, and materials used in the work.

Direct all aspects of landfill, recycling, and yard waste facility operations effectively.
Recruit, train, and supervise the work of landfill, recycling, and yard waste facility personnel.

Required Qualifications (Note: Any acceptable combination of education, training, and experience that provides the above knowledge, abilities, and skills may be substituted on a full-time year foryear basis.)
Training and/or Education High school diploma or GED.
Experience Five years of progressively responsible management experience in heavy equipment operation and landfill management.
Licenses or Certificates Valid Driver's License. Landfill Management Certification as offered by the Solid Waste Association of North America must be obtained within in one year of employment in this position.

Physical Demands The work is regularly active with periods of heavy exertion, and is performed in shop or field settings and outside. Typical positions require workers to walk or stand for long periods; lift and carry up to 100 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch, and crawl; reach, hold, grasp, and turn objects; feel the size, shape, and temperature of items; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors.
Unusual Demands Weekend work is required. Employee is subject to call back in emergencies and to work outside during inclement weather.
