The Director of Government Relations oversees the activities involved in promoting stable and productive relationships between the University and federal, state, and local governments.
Establish and implement short- and long-range goals, objectives, policies and operating procedures for the government relations support function; monitor and evaluate program effectiveness, and effect changes required for improvement, as well as coordinate legislative requests, and develop and achieve government relations funding goals and objectives.
Identify, pursue and cultivate legislative allies both public and private sector that could be mobilized to assist with university efforts and funding needs.
Source and pursue grant opportunities and follow through with the filing of necessary forms and materials. Monitor process until funds have been received.
Track legislation to effectively monitor pending federal, state and local legislation, and assist in determining the University's interest, position or action strategy on legislation that could impact YU or its programs.
Be able to quickly arrange special meetings and forums on and off campus for federal and state legislators. Invite legislators to campus and arrange all aspects of such visits.
Plan the visits to federal, state and local government centers, including identifying key government leaders with whom university officials should meet, informing them of the goals for their visits, creating briefing materials and ensuring follow-up to the visits.
Advise the President and other university officials with regard to government relations issues.
Perform special projects as directed by the General Counsel.
Experience and Educational Background
Bachelor's Degree required.
Minimum 5 years of progressively responsible experience in the major assignment areas, preferably in higher education or the public arena.
Executive experience including strategic planning, public speaking and professional presentation.
Significant professional experience with federal, state and/or city government relations, and legislative, policy and regulatory matters.
Skills & Competencies
Must have strong interpersonal and communication skills and have the ability to work effectively with a wide range of constituencies in a diverse community.
Knowledge of bill enactment process and bill tracking systems is essential as well as the ability to use independent judgment and manage and impart information to a range of internal and external organizations and constituencies.
Knowledge of State and Federal government issues related to higher education and ability to research legislative history and the status of pending legislation and to analyze pending and enacted legislation.
