The Director of Engineering & Operations is a key member of the District's executive management team. The Director of Engineering & Operations will support the General Manager/CEO in a variety of administrative, coordinative, analytical, technical, and liaison capacities. Successful performance of the work requires engineering expertise, knowledge of public policy, special district functions including the role of an elected Board of Directors, and the ability to develop, oversee and implement projects and programs in a variety of areas. The Director of Engineering & Operations will be accountable for conducting departmental planning and accomplishing goals and objectives in an effort to further the District's vision. The Director of Engineering & Operations is an exempt, at-will position.
THE IDEAL CANDIDATE The District is seeking a highly motivated leader with a broad range of engineering experience who will represent the District's viewpoint with local and regional partners, state and federal regulatory agencies, as well as support the future growth and development within EVWD's service area. The candidate will offer a collaborative style that empowers and motivates staff to effectively address and accomplish the goals of the District. A candidate who can provide clear direction and strategic planning for an organization that encourages innovation and ongoing business process improvements will be valued. A candidate known for effective communication across a wide range of audiences will perform well in this position. It is expected that candidates for this position will be comfortable with public speaking and in making presentations to elected bodies and the community at large.
THE DISTRICT EVWD was incorporated in 1954 under County Water District Laws. We provide domestic water and sanitary sewer services to the City of Highland and the eastern portions of the City of San Bernardino, with a service population of over 100,000. The District is governed by a 5-member Board of Directors elected at large and currently has 67 full-time employees working within the following departments: Administration, Customer Service, Engineering, Field Operations, Finance/Accounting, Production and Water Quality. The District owns 80 percent of the outstanding shares of the North Fork Water Company, a mutual water company that secures surface water from the Santa Ana River and other available sources for delivery to its shareholders.

Sterling Natural Resource Center (SNRC) - The SNRC is a proposed wastewater treatment facility that will allow wastewater to be treated and recharged back into the Bunker Hill Groundwater Basin.
Master Plan Updates - The District is currently in the process of updating our Sewer and Water Master Plans.
Hydro-Generation - Hydro-Generation technology has been installed at the District's Surface Water Treatment Plant. Initial testing is to begin in December and upon completion operational goals will be established.
SCADA Upgrades - The District is in the process of selecting a SCADA maintenance provider and looking at future upgrade opportunities.
Reservoirs and Transmission Pipeline Projects - there is a need for several new reservoirs and associated pipelines with a estimated construction cost of $10M.
EXAMPLES OF ESSENTIAL DUTIES:
Develops and coordinates the implementation of goals, policies, procedures, and work standards for the departments.
Manages department's budgets and directs the forecast of additional funds needed for staffing, projects, and equipment.
Oversees the development and implementation of the District's Master Plans.
Conducts capital improvement project planning activities; provides input into the conceptual design of engineering projects.
Meets and confers with contractors, developers, elected officials, a variety of local and regional agencies, and the general public; explains and interprets District policies, programs, and activities; negotiates and resolves significant and controversial issues.
Gives presentations to the Board of Directors and a wide variety of groups; attends and participates in professional meetings on behalf of the District.
Prepares, reviews, and presents staff reports, information updates, and reports on special projects as assigned by the General Manager/CEO.
Candidates must possess education equivalent to a Bachelor's Degree from an accredited four-year college or university with major coursework in civil engineering, or a related field, and at least ten (10) years of progressively responsible Engineering experience , including at least three (3) years of supervisory experience. Candidates must possess and maintain registration as a Professional Engineer as well as a valid California driver's license and satisfactory driving record. A Master's Degree in a related field is desired.
