We are looking for a Contracts Manager to serve as the primary interface between APL program/financial managers and government Contracting Officers. This Contracts Manager will lead pre- and post-award contract formation and manage activities for a portfolio of moderately complex government contracts.
We are The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development. We are located midway between Baltimore and Washington, DC. Duties of this position include:
Provide pre-award contracting support to program/financial managers and other stakeholders including interfacing with prospective sponsors, advising on contracting strategies, reviewing solicitation documents and draft contract terms and conditions for risk and acceptability, providing inputs to and review of proposals, formulating and executing negotiation strategies, and interfacing with Contracting Officers to ensure timely awards.
Provide post-award contracting support to program/financial managers and other stakeholders including negotiating/administering a wide range of task orders and contract modifications, providing advice and interfacing with Contracting Officers ensuring seamless contractual coverage, and maintaining contract data in files and Laboratory business systems. [50%]
Provide contracting advice and training to program/financial managers and other stakeholders.
Participate in the development and implementation of updates and improvements to contracting and Laboratory business policies and procedures, processes, systems and tools aimed at increasing efficiency, productivity, and flexibility.
Bachelor’s Degree in Business or related field with 5+ years of professional experience in federal government contracting. Practical experience with the Federal Acquisition Regulations (FAR), DFARS and other FAR Supplements.
Ability to form close and effective partnerships with program/financial managers, Contracting Officers and other internal/external stakeholders.
Ability to accurately assess contractual risks, and creatively and effectively manage them.
Ability to multi-task, meet aggressive deadlines and independently solve problems.
Strong negotiation skills and ability to communicate effectively at all organizational levels.
Proficient with the MS Office suite of software, notably Outlook, Word and Excel.
Experience leading small teams and special projects to successful outcomes.
DOD prime contracting experience
Active Top Secret clearance
Security: Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
