The Tucson Water utility is a dynamic department of the city of Tucson government serving water to residential, commercial and industrial customers both within and outside of the City’s boundaries. The Tucson Water utility is an enterprise fund of the City of Tucson. As such the utility operates in a manner similar to a business, covering all costs of doing business from revenues. Tucson Water's Fiscal Year 2018 annual budget is $184 million, with a capital budget of $70 million. Tucson Water delivers water from three sources – the Colorado River, groundwater and recycled water - to 722,000 people through potable and reclaimed water systems.
The Business Services Administrator reports to Tucson Water’s Deputy Director (Business Services, Human Resources and Customer Service). The Administrator is responsible for the management and oversight of all matters financial for the utility. The Administrator manages municipal bonds, payments, accounting and related audits, and completes fiscal projects and economic analyses. The Administrator oversees a staff of 12 with direct reports including a Management Coordinator (Budgeting & Analysis), Lead Financial Accountant (Billing System Management & Data Support), Management Coordinator (Financial Planning/Rates & Revenues), and Administrative Assistant.
A Bachelor’s degree or Arizona Department of Environmental Quality Water Distribution Grade 3 Certification (or equivalent state certification) and five years of experience developing and implementing management plans, programs, and goals are required; at least 4 of the required 5 years of experience must be in a supervisory capacity. Special job requirements: This position requires a degree in Accounting, Finance, Business or Public Administration, or a related field. The selected candidate must possess at least five years of experience in public accounting and fiscal management.
