The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is a nationally recognized policy and research center dedicated to improving the health and wellbeing of vulnerable populations. This position is in Hilltop’s Long-Term Services and Supports (LTSS) Policy and Research Unit, which is experiencing growth in both its client base and project portfolio. Hilltop works with the Maryland Department of Health, the Maryland Health Care Commission, and the Developmental Disabilities Administration to develop new Medicaid LTSS delivery and financing models for people with chronic conditions and disabilities and has been assisting the state with LTSS reform. Hilltop also provides analytic and research support to the Maryland Center on Developmental Disabilities as well as multiple clinical initiatives through Johns Hopkins University.
The incumbent will be responsible for carrying out research, policy, and statistical analysis related to LTSS for older adults and individuals with disabilities. Specific duties include: conceptualizing and managing quantitative and qualitative research on LTSS; conducting data analysis on large datasets using SAS; assisting states with budgeting and financial analysis; directing multi-disciplinary teams comprised of researchers, policy analysts, and programmers; collaborating with Maryland and other states on LTSS system reform and implementation of the Affordable Care Act; communicating research findings through reports, issue briefs, and presentations to professional audiences; and performing other duties as assigned.
Required Minimum Qualifications:
Requires a Master’s degree with course work in public policy/administration, economics, research methods, gerontology, public health, or a related field, and one year of experience with some exposure to health services research, administration, and/or policy analysis.
Note: A Bachelor's degree, with course work in public policy/administration, economics, research methods, gerontology, public health, or a related field, plus three years of experience with some exposure to health services research, administration, and/or policy analysis, may be substituted for the Master’s degree and required experience.
Experience with SAS and/or SQL software; background in research, evaluation methodology, and projects involving large datasets; knowledge of publicly funded health insurance programs, such as Medicare and Medicaid; research interest and/or experience in LTSS; financial or governmental budgeting experience; and ability to set priorities, lead project teams, effectively allocate resources, manage multiple projects simultaneously, and complete projects on time and within budget.
