Under general direction, the individual in this position oversees the full scope of human resources which includes directing staff in the area of organizational structure, employment, compensation, employee database maintenance, benefits administration, employee relations, orientation/training/development, and policy/procedure development. The person in this position is responsible for the development and monitoring of the human resource department budget. The Human Resource Director is a key leader in the organization, is a member of the executive leadership team and shares responsibility for promoting the agency’s mission. The Human Resource Director provides leadership and technical assistance to managers and to supervisors on sound labor relation practices. Major Duties and Responsibilities Include but not limited to : • Plans, organizes, and directs all aspects of the Human Resource department; performs work associated with classifications, labor relations, worker’s compensation, employee benefits, and affirmative action transactions. • Provides direction and oversight to the Recruitment Specialist and support managers and supervisors with the hiring process which includes interviewing, screening, and selecting applicants; contacts vocational schools, placement agencies, universities, and other sources to secure the services of qualified personnel to fill agency vacancies. • Provides a combination of organizational assessment, strategic HR thinking, management consulting, and counseling to support increased effectiveness and achievement of organizational goals and objectives. • Responsible for the direction and oversight of the training program, maintains an orientation program for employees; in conjunction with the training manager, develops and maintains training activities to improve organization effectiveness. • Analyzes wage and salary reports and data to determine competitive compensation plan. • Writes directives advising department managers of La Clinica’s policies regarding equal employment opportunities, compensation, and employee benefits. • Develops and maintains human resource systems that meet management information needs. • Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization. • Consults legal counsel to ensure that policies comply with federal and state law as necessary. • Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends. • Represents management in negotiating collective bargaining agreements. • Attends meeting as required. • Other duties as assigned by supervisor.

Must be bright motivated, and diligent with good analytical ability. • Ability to interact in a positive manner with employees at all levels of the organization; strong influencing/persuasion skills a must. • Knowledge of database software; development software; Human Resource software; Internet software; payroll systems; spreadsheet software; and word processing software.
Requires Bachelor’s degree in human resources or related field, and at least 5 years of business, management, and financialexperience plus a minimum of 5 years of progressive leadership experience in Human Resources. • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred or ability to become certified within a year of employment.
