Virginia Tax has an exceptional opportunity for an accomplished executive to serve as the Assistant Commissioner for Administrative and Financial Services. We are seeking a seasoned administrator with a strong management background in financial and administrative services; ability to work with high level state and local executives; and general knowledge of taxes, revenue forecasting, project management and strategic planning.
The Assistant Commissioner reports to the Tax Commissioner, serves on the executive leadership team and has direct responsibility for the agency’s budgeting; accounting operations and financial controls; procurement; facilities; fleet management; physical security; continuity of operations planning (COOP)/disaster recovery; warehousing; and mail and printing services. The Assistant Commissioner will also oversee the agency’s project management office.
Key responsibilities include: providing critical leadership and management in the development, execution and evaluation of all types of financial resources planning, including expenditure strategy, annual and biennial operating budgets, and ensuring the agency meets or exceeds all state management/financial standards; and developing and implementing the agency’s strategic plan, including identifying performance measures and tracking achievement of strategic plan objectives.
A track record of demonstrated leadership, proven accomplishments and superior performance in an organization with an emphasis on managing multiple organizational components.
Considerable knowledge of executive management principles and practices; relevant laws, rules and regulations of state accounting systems; financial analysis; and the executive and legislative budget processes in state government.
Demonstrated ability to lead large scale organizational functions to improve efficiency and quality of service; to lead and guide and work collaboratively with senior level managers and executives in support of agency initiatives and objectives; to communicate effectively with diverse groups; to represent the agency and accomplish shared objectives.
Demonstrated ability to lead staff toward meeting the mission, vision and goals by providing an inclusive workplace that fosters employee development, and facilitates cooperation and teamwork.
Ability to analyze social, economic, legislative and political trends and events in order to anticipate problems and opportunities; to develop, monitor and adjust long range business and financial plans; and to interpret complex rules, regulations and legislative statutes.
Demonstrated experience and understanding of strategic planning and the ability to oversee development and implementation of a multi-year plan.
Effectiveness in building and maintaining relationships with key stakeholders in the agency and outside the agency, such as state agencies, the General Assembly, businesses and professional organizations.
The ideal candidate will have an advanced degree in public or business administration, accounting, or economics; background and/or training in public finance, government finance; executive management experienced at the state level including state financial management and state budgeting; and experience with the strategic planning process at the state level.
