Responsible for the overall subcontract management for contracts of all types. Manages the overall performance and reporting of subcontracts to support the achievement of prime contract requirements and program goals. Provides experienced leadership in the negotiation and administration of fixed and cost type, hardware, and services supply chain subcontracts to Subcontract Administrators and Buyers. Provides advice and support to Program Managers and Cost Estimators in developing proposals.
Essential Job Functions:
Responsible for overall subcontract management for technically and administratively complex contracts.
Provides subject matter expertise in the negotiation and administration of various types of subcontracts.
Leads all aspects of the subcontract process including generation of Request for Proposals (RFP), proposal evaluations, source selections, negotiations, file documentation, change management, invoice approvals, dispute resolution, and subcontract close-out.
Assess risk and initiate action to mitigate risk at all phases of subcontract formation, performance, and close-out.
Prepare solicitation packages tailored to specific requirements
Evaluate subcontractor proposals
Develop negotiation strategy in concert with Program Managers and lead negotiators
Prepare CPSR compliant subcontract documentation in accordance with Public Law, FAR, DFARS, to include in-depth cost/price analysis.
Monitors subcontractor performance and initiate corrective action if performance falters.
Execute contract modifications in response to changing requirements
Perform close-out activities
Provide advice and support in developing Statements of Work (SOW), source selection criteria, and performing source selections.
Provide guidance on financial and contractual matters pertaining to contracts.
Team lead for subcontract actions in support of assigned pursuits, proposals, and programs.
Manages subcontract performance in the areas of their technical scope and schedule/cost.
Provides timely and accurate subcontract status to company management.
Ensures that all transactions are in accordance with the Company Business Process and Government Regulations
Coordinate the full range of activities of the business procurement support as it pertains to Bids & Proposals, and the utilization of Small Businesses.
Performs desk and on-site audits of Projects subcontract/procurement files.
May provide oversight of subcontracts.

Knowledge & Skills:
Analytical skill to interpret and apply contract compliance laws and regulations in accordance with Public Law, FAR, and DFARS
Excellent written, oral, and interpersonal communication skills
Demonstrated ability to react quickly and make reliable procurement decisions based on sound procurement principles, IAP procurement policy and guidelines while working in a fast pace federal contracting environment
Decision must be made timely and withstand internal and DCAA/DCMA scrutiny, as well as safeguarding the companies positions and ensure the attainment of contract and task order delivery timelines.
Critical thinking and problem solving capabilities with the ability to recognize risk and develop risk mitigation plans
Must have moderate to advance expertise in procurement systems, such as Maximo and Costpoint
Ability to develop briefings and present to Executive Leadership
Education & Experience:
Bachelors Degree in Procurement, Business, Accounting, Finance Materials Management or related Field, or equivalent
Eight (8) to fifteen (15) years of progressive government and/or private sector purchasing and subcontract administration experience, two (2) years of which must have been in a supervisory level position.
Experience handling large, complex subcontracts
License & Certifications:
Current ISM/NAPM or NCMA membership. ISM/NAPM or NCMA Certification desired.
Level of Supervision:
May provide first level supervision to Subcontract Administrators and buyers
Security Clearance: Current active Top Secret Clearance or the ability to obtain one
