Essential Functions: JOB PURPOSEOperates as a business partner and works with assigned Schools, Colleges and Divisions to perform complex human resource strategic consultative services involving a broad range of functions, including employment, employee relations and labor relations, organizational development and training, compensation and benefits administration, affirmative action/equal employment opportunity, policy developmen and Human Resource Information System utilization. This position reports to the HR Client Services Director for assigned region.ESSENTIAL FUNCTIONSServe as human resource consultant and business partner to University School/Colleges/Divisions providing strategic consultative services and guidance on employment procedures, employee and labor relations, organizational development, training, compensation and/or benefits administration, and affirmative action/equal employment opportunity. Assist in the facilitation of recruitment and retention strategies, enhancement of workforce competence and organizational capability and implementation of workforce staffing plans. Provide assistance in the interpretation and application of government laws, i.e., FMLA, ADA, FLSA, etc.; contractual agreements and University policies, procedures and practices.Lead efforts to resolve problems in consultation with Labor Relations, Equal Opportunity, Academic Personnel and other departments of central human resources to respond to problems.Partner with HR departments to respond to organizational issues, (i.e. conducting root cause analysis, climate surveys, needs assessments, developing and facilitating customized training, etc.) Analyze human resource data, develop options and recommendations, and generate applicable reports for decision-making purposes. Review and screen departmental requested job descriptions for new positions or reclassification and analyze job requirements and approved budgeting.Compile data and prepare statistical reports, metrics, proposals and requested informational materials for the University administration, for state and federal review, to support collective bargaining and assist in contract negotiations and in response to internal and external assessment surveys.Counsel employees on employment problems and investigate formal and informal complaints. Gather data and analyze facts; make recommendations concerning disposition and resolution of complaints. Participate in resolution of conflicts and other employee relation issues. Serve as liaison to state and federal employment, regulatory agencies.Develop, facilitate and/or conduct training programs which support the University's human resource mission and varied operational services. Participate in human resource policy and procedure development and implementation; recommend enhancements to existing operational procedures and processes. Partner with University Schools/Colleges/Divisions to ensure compliance with the University's policies, procedures, practices and contractual agreements, in addition to state and federal employment laws.Perform related work as assigned.
Qualifications: EDUCATIONBachelor's degree in Human Resources management, labor or industrial relations, business administration or public administration. EXPERIENCEMinimum of three to five years experience as a Human Resources Business Partner (i.e., providing value added consultative services, leading the people agenda, influencing HR outcomes, understanding the client's business, exhibiting a solutions focused approach. Knowledge of laws governing HR management (i.e. employment and labor laws, FMLA, ADA, FLSA). Experience administering collective bargaining agreements. Supervisory experience.KNOWLEDGE, SKILLS AND ABILITIESTECHNICAL KNOWLEDGE- Expected to possess specialized technical know-how in a one or more human resource functions, e.g., employment selection and recruitment, affirmative action/equal employment opportunity, etc. in order to provide strategic consultative services to University units and their employees.CUSTOMER SERVICE - responds to customer needs and practices follow-up to ensure customer needs are met. COMMUNICATIONS - Excellent written, oral, and interpersonal communication skills are necessary for the position in order to communicate with various levels of staff and faculty. INTERPERSONAL SKILLS - Effective interpersonal and customer service skills. Must possess ability to build and maintain effective relationships with customers at all levels, including senior executives. Must demonstrate and possess a high level of professional integrity, ethics and confidentiality.PROBLEM-SOLVING - Effective analytical problem solving abilities. POLICY AND PROCEDURE: This position requires an understanding of the University organizational structure as well as an extensive knowledge of personnel policy and procedure and federal and state laws regarding employment practices.TECHNOLOGY - Proficient in the use of Human Resources Business Information Systems (i.e. HRIS, Applicant Tracking, Electronic I-9 Management, etc.) and Microsoft Office tools.
