<p>Title: Finance Professional 3 - Center Accountant, University Job Code 8223P3<br />Location: Office location in Coffey Hall<br />Reports to: Extension Finance and Planning Finance Manager<br />Appointment: Full-time, Exempt<br />Salary: $24.58 per hour + DOQ (Max: $41.79 per hour)<br />Application Deadline: Review of the application begins November 10, 2017; Open until filled</p><p>The Center Accountant is a member of the Extension Finance and Planning unit and is responsible for accounting and financial management for the Extension Center for Agriculture, Food, and Natural Resources (AFNR) (the “Center.”). The Center is one of four programmatic Centers in Extension that involves work with collegiate faculty from the College of Food, Agricultural and Natural Resources Sciences (CFANS), statewide field staff and Center operations. The Center partners with federal, state, and local agencies as well to provide effective, research-based education and integrate diverse perspectives to address critical issues impacting Minnesota's food, agriculture, and natural resources. This position will also work closely with the Center’s Principal Investigators, Extension’s Finance & Planning team and Extension’s Grants team in managing Center resources. This position directly reports to the Extension Finance & Planning Finance Manager with a dotted line report to the Center’s Associate Dean.</p><p>Responsibilities<br />This Accountant will assist the Center’s Associate Dean in developing, implementing, managing and reporting on budgets related to the multiple programs of the Center with an approximate $8M state appropriation budget, $1.5M federal funds, $1.6M county funds, $800K income funds, $242K gift funding and a small amount of Business & Industry funding. This position also serves as an active member of the Extension Finance and Planning Center accounting team. This position works in cooperation with the University of Minnesota Extension, various University colleges (departments), and community-based organizations and agencies advising and facilitating resources and expenses. General duties include administrative and professional tasks that require independence and initiative. He or she will be responsible for keeping up with changes in University of Minnesota policies and procedures as well as, keep abreast on new trainings related to the University of Minnesota financial system. The Center Accountant may need to adjust his or her work schedule in order to meet specific program needs. </p><p>Document Approvals, General Ledger Activity and Reports--40%<br />*Review and apply departmental approval & “certified approval” (if applicable) for financial transactions to include travel reimbursements, requisitions, deposits, vouchers, and procurement card (PCARD) activity. <br />*Answer questions from field staff, University of Minnesota Extension staff, unit staff, and others. <br />*Resolve problems with vendors, field staff, other University departments, and University of Minnesota Extension staff as needed.<br />*Maintains the integrity of the Center’s accounting structure and its chart of accounts; establishes new accounts, deletes obsolete accounts, monitors systems for compliance with GASB policies and procedures.<br />*Monitors and performs general ledger reconciliations, which includes: preparing and entering journal entries for various recurring activities, adjustments and corrections; and analyzing and resolving accounting issues. <br />*Completes a variety of accounting functions, which includes capitalizing assets, reconciling account strings; transferring funds; setting up new accounts and/or grants; monitoring fund balances and preparing status reports. Activities may involve data from multiple departments or colleges. </p><p>Budget Oversight and Management--40%<br />*Provide leadership in the development, analysis and reporting of budgets to the Center Associate Dean and administrative team (CFANS and Extension Finance and Planning).<br />*Provides data and recommendations to program leaders regarding chart string and/or fund balances, budgeting practices and accounting functions. Coordinates activities with program staff, financial staff, and outside entities. <br />*Assist the Associate Dean and the Program Leaders in increasing awareness and accountability for their various budgets and accounts.<br />*Provide accurate and timely information and reports to the Center administrative team, principal investigators, and program teams.<br />*Reconcile reports with University PeopleSoft Financial system (EFS), and monitor all unit budget account expenditures. Immediately alert supervisor and program administrators of any problems, discrepancies, or account deficits.<br />*Provide regular reports to the Center’s administrative team and program leaders. Retrieve and download information from Data Warehouse, U of MN Reports, Extension financial reports, and CFANS system. Work with the CFANS Financial Analyst to prepare additional special reports as needed.<br />*Provide monthly/quarterly reports to educators as PI’s on grants.<br />*Provides data and recommendations to managers regarding chart string and/or fund balances, budgeting practices and accounting functions. Coordinates activities with project leaders, financial staff, and outside agencies.<br />*Provide budget analysis and offer options to the Center Associate Dean and administrative team.<br />*Evaluate the budgeting business practices and policies. Make adjustments to provide for efficiencies, needs and better service.<br />*Work closely with the program leads for Budget Management to align the Center budgets and processes with the overall Extension budgeting process.</p><p>Financial Management Service and Administrative Coordination--15%<br />*Develops Center and program budgets, which includes: preparing forms and instructions; compiling and auditing data; analyzing requests and providing funding recommendations;<br />*Primary resource regarding proper completion of the annual budget preparation into the Enterprise Financial System (EFS) for the Center and its programs. Confer with Extension/college/central administration as needed.<br />*Review Center Pre-award Financial documents. This position will work closely with Extension Finance & Planning Grant Management Team lead on funds received for these types of agencies.<br />*Effort Coordinator for Center grants<br />*Assist in the development of business processes and training tools and materials for Center staff.<br />*Build relationships with other University departments, University of Minnesota Extension staff, clients, and outside funders to coordinate administrative expertise and maintain working relationships with regulatory agencies.<br />*Keep abreast of current University of Minnesota policy and procedure changes and updates related to the University of Minnesota financial system.<br />*Serve as resource on University sponsored policies and financial procedures to ensure compliance. <br />*Develop systems to expedite and simplify financial documents and budget related work with field staff.</p><p>Special Projects and Other Duties as Assigned--5%<br />*Human Resources data entry for internal hiring system (Hiring Application Tracking – HAT) and HR Liaison.<br />*Position will also participate in professional development opportunities and special projects that contribute to the ongoing improvement of the Center and college.</p>
<div><strong>Essential Qualifications:</strong><br />BA/BS with a major in accounting, business administration, or related field and 4 years professional accounting experience, or a combination of related post-high school education and professional accounting experience or a closely related field totaling 8 years. </div><div>Experience must include public institutional accounting, auditing methods and practices, budget management and development, forecasting and reporting, creating and implementing business procedures, grant preparation and working within a financial structure and fiscal policies.</div><div>Current U of M Certified Approver, or acquired status within 6 months.</div><div>Experience in a computer networked environment with proficiency in web-based computer applications and Microsoft Office to generate written accounting reports, proposals and databases.</div><div>Familiarity with Government Accounting Standards Board (GASB) regulations.</div><div>Accounting and work experience in a higher education environment. </div><div> </div><div><strong>Selection Criteria/Preferred Qualifications:</strong><br />Degree in accounting, business, or related field. </div><div>Familiarity with University of Minnesota Enterprise Financial System (EFS), policies, and procedures. </div><div>Experience in managing public funding sources, managing provider and vendor services. </div><div>Knowledge of governmental regulations on the use of research funds. </div><div>Strong and accurate verbal and written communication skills. </div><div>Experience handling confidential/sensitive information. </div><div>Ability to establish and maintain effective working relationships with individuals.</div><div>Exceptional organizational, planning, and problem solving skills. </div><div>Ability to be a self-starter and take initiative. </div><div>Ability to handle multiple tasks under pressure of deadlines. </div><div>Facilitation skills.</div><div>Proficiency in web-based computer applications.</div>
