The Compliance Analyst reviews, evaluates, handles and manages compliance tasks throughout Encore Electric, Inc. The position ensures that the organization is in compliance with a wide variety of federal and state regulations, executive orders and statutes and that company policies and procedures are being followed. The Compliance Professional prepares subcontract packets and determines the necessary compliance requirements to be included in Encore’s subcontract packet. The Compliance Professional must coordinate with a number of departments to ensure that compliance tasks are being accomplished and handled in a timely and effective manner. Candidates ideally have at least a bachelor’s degree, experience with legal/regulatory/compliance matters and preferably some knowledge of the construction industry.

Ensure that internal, statutory and regulatory policies and procedures have been documented, implemented, communicated and followed.
Implement new policies and/or procedures as necessary following internal approval processes.
Review compliance manuals, materials and policies to ensure accuracy and completeness with all rules and regulations.
Provide input on strategic business planning, forecasting, and various company initiatives.
Ensure training is scheduled and current for the following topics: (1) ethics and compliance; (2) anti-trust; and (3) false claims. Act as a liaison between Encore’s departments to verify completion.
Ensure that all required annual reporting has been completed. Act as a liaison between Encore’s departments to verify completion.
Evaluate the need for new compliance training and reporting functions. Act as a liaison between Encore’s departments, outside legal counsel, other resources to create and approve new training/reporting. Develop a process for implementation and tracking.
Evaluate the need to develop additional compliance requirements as the organization expands.
Ensure compliance with Wyoming’s Labor Preference statute. Coordinate job posting requirements, respond to state audits and monitor resource forecasts.
Stay abreast of trends in the legal/regulatory environments and assess impact to the organization.
Conduct in-depth analysis on all procedures on a regular basis. Report to the VP of Risk Management on process improvements. Look for improvements in terms of efficiency, new methods, or revised techniques that will allow greater cost effectiveness and/or higher levels of service that include compliance items.
Coordinate activities of compliance with the VP of Risk Management to further ensure all policies and procedures are strictly implemented and enforced.
Communicate changes in regulations to the VP of Risk Management and other relevant departments and positions.
Develop processes to implement compliance in all areas.
Develop internal audit processes and make recommendations for improvements to audit functions.
Design audit checklists and establish internal audits to affect continued compliance improvement and maintain organizational confidentiality.
Validate corrective actions to address audit findings and recommendations from internal audits or regulatory examinations in consideration of organizational confidentiality.
In the event of an external auditor relationship; (1) assist in assessing outside firm’s performance and/or (2) in the case of an agency audit assist outside legal counsel and the VP of Risk Management.
Monitor and assist in the review of all regulatory documentation.
Train employees on working with regulations as it relates to their position.
Review contract agreements for all regulatory compliance to include the Federal Acquisition Regulations (FAR), Code of Federal Regulations, United States Code and other Federal, State and Local regulatory content to ensure company and project compliance.
Train and orient employees to the specific regulations of the project and special protocols, as required.
Ensure specific regulations are communicated, followed and adhered to when purchasing and working with subcontracts on publicly funded projects.
Hold vendors and subcontractors accountable to government regulations.
Prepare subcontract packets for Encore subcontractors that include flow-down requirements from Encore’s subcontract.
