The Allegheny County Department of Human Services (DHS) is responsible for providing and administering publicly-funded human services to County residents. DHS provides a wide range of services, including services for older adults; mental health services (includes 24-hour crisis counseling); drug and alcohol services; child protective services; at-risk child development and education; hunger services; emergency shelters and housing for the homeless; non-emergency medical transportation; job training and placement for adults receiving TANF a/o SNAP; and referrals for support coordination for individuals with a diagnosis of intellectual disability.
The Deputy Director, Department of Human Services is responsible for overseeing the financial operations, human resources functions, contract administration, information management/systems application and facilities management for all of the bureaus and offices within the Allegheny County Department of Human Services. The incumbent directs the preparation, monitoring and control of budgets for County, State, Federal and other funding sources.
Directs the preparation, processing and distribution of bi-weekly personnel paychecks, payroll and benefits information for all of the divisions within the Allegheny County Department of Human Services. Directs the financial reviews of service providers doing business with Allegheny County Department of Human Services to ensure that they are contractually in compliance.
Directs the review of all proposed contracts, amendments and modifications prior to submission to the Executive Director for signature. Evaluates the fiscal viability of all contracts.
Directs the development and oversight of the Department’s Staff Implementation Plan, which includes, but is not limited to, designing organization charts, making staff allocations, assigning priorities in hiring, developing new positions, approving requisitions and other personnel transactions, when required.
Directs the development and implementation of a consistent Department-wide staff evaluation program and the continual updating of performance evaluation training of all rating officials. Directs the establishment of mechanisms to be utilized by the Human Resources staff to ensure that the evaluation system is managed in compliance with existing County, State and Federal regulations and procedures.
Directs the Department’s Information Management and Facilities Management functions which includes the installation and maintenance of all equipment and fixed assets, purchasing, computer support, DHS ServiceDesk for all DHS staff, vendors, providers, and other related entities.
Directs the Department’s procedure for complying with all applicable Affirmative Action and Equal Employment Opportunity laws and regulations, including the Americans with Disabilities Act of 1990. Directs the submission of all required EEO reports and the conducting of all investigations where discrimination is alleged. Directs the response to complaints filed by Allegheny County Department of Human Services employees with the Pennsylvania Human Relations Commission, the State Civil Service Commission or the U. S. Equal Opportunity Commission. Directs the handling of union grievances and other contract related manners.
Directs the review and monitoring of fiscal and accounting operations of all Allegheny County Department of Human Services contracted agencies to ensure that procedures are in compliance with all applicable Federal, State, and County requirements.
Oversees the development of fiscal and budget forecasting, indirect cost allocation plans and cost settlements, and the monitoring of contract for compliance.
Directs the development, implementation, and evaluation of training programs designed to assist DHS professional, support staff, and consumers. Approves the assessment of training needs for staff development and the implementation of training programs designed to meet the identified needs of staff.
Directs the maintenance, layout, and security requirements of all of the DHS facilities.
Directs the Department’s processes and procedures for inventory control, records management, office management, facility management, grants management, long range financial planning, and management fiscal reports.
Approves the bi-weekly payroll and special checks, vouchers and lump sum payments for DHS staff.
Meets with various high-level county, state and federal government officials, representatives from public and private agencies, private auditing firms and other interested parties.
Coordinates all Office of Administrative Services internal functions with DHS Bureaus of Human Resources, Training and Payroll and Facilities Management, Financial Management/Budgets and Reports, Contracts & Compliance, Information Systems Management, Education/Training and Organizational Development, System Application, and the Offices of Intellectual Disability, Behavioral Health, Children, Youth & Families, Community Services, Area Agency on Aging, Data, Analysis, Research and Evaluation and the Executive Office. Collaborates with external offices including the County Controller, County Manager and Budget Offices, Law Department, Health Department, County Human Resources Department, Pennsylvania Department of Human Services, Pennsylvania Department of Health, Pennsylvania Department of Drug and Alcohol Programs, Pennsylvania Department of Aging, Pennsylvania Department of Labor and State Civil Service Commission in carrying out administration functions.
Serves as single point of contact for all DHS Administration activities.
Represents the Executive Director, Department of Human Services at meetings and other functions when required.
A master’s in public administration, business administration, social work or human services is preferred.
Eight (8) years of professional experience in a human services program, including five (5) years of administrative and supervisory experience required.
Experience in a complex human services organization analyzing and managing large budgets and contracts is preferred.
