Identifies, develops, administers and settles Requests for Equitable Adjustment and Claims on US Government contracts at all NASSCO facilities including San Diego, TIMSA-Mexicali, Norfolk VA, Mayport FL, and Bremerton WA.
A. Attends Shipbuilding and Repair production/program meetings (both internal NASSCO and with the Government) and weekly contractual meetings (e.g. RCC status and CSSR) and alerts Shipbuilding and Repair Production when work appears to be out of scope (not part of the basic), therefore requiring a Request for Contract Change, Notification of Change or other contract action. B. Discovers, monitors, collects, and documents data pertaining to Government actions or inactions which could support an REA submission, including impact of late, missing or damaged Government Furnished Material (GFM) and/or disputes pertaining to work scope, ship specification ambiguities, or drawings errors. C. Identifies, develops, administers and settles REAs and Claims for all NASSCO shipbuilding and repair activities including San Diego, TIMSA, Norfolk, Mayport and Bremerton. Manages the activities of any personnel assigned to assist in these activities. D. Incumbent may personally research technical and cost issues, develop arguments, and create work products (e.g. letters, entitlement arguments, cost analysis supporting quantum) in support of actions. May supervise other personnel including external legal counsel in the development of these same products. E. Interacts with legal counsel (both internal and external) in the conduct of this position. F. Works with Government counterparts to ensure NASSCO's submitted REAs, NOCs or other actions are reviewed (within FAR guidelines) and analyzed fairly. G. Leads or participates with negotiation team for resolution of REAs and Claims. H. Tracks REA and Claim submittals and provides briefings including potential financial impact to Senior and Executive Management as required.
Requires a Bachelor's degree in a related field. A graduate degree and NCMA certification are desirable.
Five or more year's experience in contracts administration or related field, or fifteen years experience in the ship building or ship repair industry.
A. Requires excellent oral communications and writing skills and the ability to think clearly under the pressure of time deadlines. Ability to conduct and complete complex negotiations. B. Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS) and Government procurement policies and practices, as they apply to both large and small value contracts, including those that extend over multiple years. C. Must be familiar with the shipbuilding industry and ship design, building and repair processes. D. Frequent travel required. E. Ability to communicate assignments, guidance and requirements to subordinate personnel. Ability to organize their assignments and manage their work. F. Must be a self-starter with the ability to perform assigned tasks with a minimum of supervision.
