Review draft contract awards or modifications from customers; negotiate terms where necessary to mitigate liability or risk; obtain signatures for full execution. Request contract modifications for time extensions, incremental funding and corrections where needed. Draft and distribute Operations Directives to provide contract information to Finance and project staff. Create electronic and paper file folders for original contract, contract brief, reports & deliverables, contract closeout, and others where needed. Perform document review on contract deliverables to ensure compliance with CDRLs and edit formatting.
Draft and issue requests for proposal to subcontractors; draft Statements of Work working with technical staff. Evaluate subcontractor proposals to ensure compliance with RFP; and perform cost and price analysis for reasonableness; request price reductions as necessary. Interface with Government Contracting Officer to respond to requests for information about the subcontractors’ proposals. Draft and issue subcontract documents for various contract types: FFP, LOE, T&M, and CPFF. Issue subcontract modifications for incremental funding increases, no-cost extensions, additional tasking, termination, de-obligation of excess funding. Draft and submit for Government approval changes to existing subcontracts.
Maintain property control database for property accountable to government contracts as well as high-value SSC-owned property.
Ensure compliance with ITAR and Export registration requirements. Support security and property control activities
Bachelors’ degree in business or other related degree with 24 semester hours of business. Three or more years of contracts experience. Strong knowledge of FAR, DFARS. Strong skills in working with Microsoft Word and Microsoft Excel. A Certified Federal Contracts Manager (CFCM) is highly desirable.
