King County Library System (KCLS), located in Washington State's King County, is seeking a driven and skilled Payroll Accountant to provide service and support in the Payroll team of the Business Office, which provides in-house bi-weekly payroll operations for approximately 1,400 staff.
Reporting to the Payroll Manager, the Payroll Accountant is responsible for assisting with bi-weekly payroll processing and for reconciliations of all related tax and benefits, providing crucial support to standardize and optimize the payroll accounting function. This position ensures that all aspects of payroll and benefits functions are completed in an accurate and timely manner, and in compliance with all applicable legal and organizational requirements.
The Payroll Accountant will assist with other accounting functions as needed, primarily working within the ADP and JD Edwards systems in the reporting and processing of payroll, which includes the following tasks:
Resolve complex payroll issues interfacing with all levels of the organization
Assist team with the ADP automated time and attendance employee setup and administration for all site locations
Run General Ledger audits and confirm payrolls for employees, performing payroll audits, tests, and analysis by using analytical tools
Work with 3rd party provider overseeing garnishment and tax levy processing to ensure all regulatory obligations are met
Assist with staff training, providing technical assistance, and help answer time reporting questions and calculations
The successful candidate will have a high degree of dedication to improvement, possess a strong sense of ownership over assigned work, have strong organizational and project management skills, and be adept at analytical work and creative problem solving. The successful candidate will provide exceptional support to the Payroll and Finance teams by preparing and reviewing transactional and accrual journal entries, reconciling payroll and related GL accounts and driving forward projects as needed. Additionally, the ideal candidate will be passionate about public service and engaging in work that directly supports library staff as they provide service to local communities.

Specific responsibilities may include:
Performs month end activities which includes preparation of all monthly journal entries and reconciliation of key payroll related balance sheet and income statement accounts.
Enhances end to end payroll accounting function.
Special projects including systems and process reengineering, user testing (and other related duties as assigned).
Process off-cycle payrolls, serve as backup for payroll as needed.
Build reports and submit required information to government entities.
Prepare and manage payroll processing, research and resolve discrepancies, and handle correcting entries.
Determine payroll liabilities by calculating employee/employer country, state, and local income and social security taxes.
Help with year-end duties such as reconciling and balancing employee year-end statements.
Address employees' pay-related concerns and provide accurate payroll information.
Maintain payroll operations by following policies and procedures; reporting any needed changes or recommendations.
Maintain employee and other confidences.
DESIRED MINIMUM QUALIFICATION:
Preference will be given to candidates with knowledge and demonstrated experience in:
Bachelor's Degree from an accredited college or university with a major in Accounting, Finance, or related field.
Three to five years experience performing payroll duties. At least three years of experience in complex, full cycle of payroll processing. Experience in public sector or government environment preferred.
Training and on-the-job experience in applicable programs and systems, such as ADP and JD Edwards, to acquire knowledge and skills in relevant job areas.
Strong understanding of payroll taxes, gross to net calculations.
Demonstrated experience with MS Excel, MS Word and Database reporting.
Ability to multi-task and work independently.
CPA, Chartered Accountant or equivalent designation preferred
