Subject matter expert on certain contract administration functions within the project life-cycle. Administers, supports negotiations and terminates standard and nonstandard contracts, including commercial, state & municipal government and federal government agreements.
Manage all aspects of exporting and importing commercial and defense articles, services, and information in accordance with local, U.S. Export/Import Regulations and Laws, Federal and foreign regulations.
DUTIES AND RESPONSIBILITIES
Evaluates and assists in preparing major proposal in response to United States and foreign requests for proposals to both government and non-government customers.
Responsible for working with various business units on customer contract activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications.
Examines estimates of material, equipment, services, production costs, performance requirements and deliver schedules to ensure accuracy and completeness.
Reviews bids, processes specifications, progress and other reports or assists business personnel in preparing same.
Advises management of contractual rights and obligations.
Compiles and analyzes data.
Maintains historical data.
Audit files and processes for compliance of standards.
Prepare, administer, create and negotiate contracts, non-disclosure agreements, sales agreements, bailment agreements, terms and conditions, purchase agreements and other agreements including writing clauses, interpreting performance requirements, delivery obligations, schedules and related terms and conditions.
Analyze contractual terms and conditions and develops and coordinates negotiation position.
Perform duties of Contract Manager as needed to support workload and vacation/illness.
Subject Matter Expert for all export and import issues and activities.
Prepares license applications and other documentation related to lawful export and import.
Acts as liaison with representatives within the U.S. Government agencies, Directorate of Defense Trade Controls, Export Administration, United States Department of State and Commerce; Bureau of Industry and Security, US Customs and Border Patrol; and Bureau of Alcohol, Tobacco, and Firearms (BATF) to resolve problems.
Develop effective and constructive solutions to challenges and obstacles in export and import activity and procedures.
Prepares and administers appropriate documents for export; maintains records and reports shipping of items as required by license regulations.
Update the company’s export/import control policies and procedures and provide new hire and annual training to all affected functions within the company.
Conduct export compliance audits and assist with voluntary disclosures.
Coordinate activities between the Mexico facility and MDHI with the freight carrier, customs house broker, U.S. and Mexican Customs.
Utilize the Denied Parties Screening list to screen visitors and companies.
SKILLS AND ABILITIES
Advanced knowledge of U.S. Government export laws (ITAR, EARs, OFAC) is preferred.
Familiarity with ATF regulations is preferred.
High degree of accuracy and attention to detail is required.
Ability to influence across functions and interact with individuals at all levels.
Strong organizational and work management skills required.
Proficiency in Microsoft Word, Excel, PowerPoint skills required.
The ability to understand and follow instructions and the ability to concentrate are required.
The ability to get along with others or to be part of a team is required.
Regular attendance is required
Excellent written, verbal, communication and interpersonal skills.
Access to Export Control Information is required.
Regular attendance at the worksite is required.
EDUCATION and/or EXPERIENCE
Bachelor's degree in Business Administration or related field. Master’s Degree preferred.
7+ years’ experience in contract administration with federal government customers and subcontract administration with contractors to the federal government.
