The Subcontract Administrator will support Peerless’ Contracts Department, reporting to Peerless’ Vice President of Contracts and Marketing. Primary responsibility will be to perform end-to-end subcontracting activities, including assisting with requirements documentation; researching, soliciting, evaluating, and negotiating with suppliers; drafting and awarding subcontracts; monitoring subcontractor performance to ensure cost, schedule and performance objectives are met; closeout when the subcontract terms are completed; and appropriate data archiving and reporting in supplier tracking systems. This includes participating in Peerless’ teaming documents process, which may include negotiating NDAs and TAs with all Peerless partners, tracking NDAs and TAs utilizing SharePoint tool, and archiving teaming documents in accordance with established document control procedures. Job duties will include:
•Supporting Contracts Managers in preparation of contractual documentation, including proposals and subcontractor actions •Entering SubK data into Peerless’ financial system (DelTek/CostPoint) •Processing Federal documentation required for contract awards, modifications, and subcontract awards, as required •Assisting with data calls, (such as annual SubK Insurance audit, SubK Reps and Certs collection, etc) •Support business development and proposal teams in selecting and negotiating with potential subcontractors •Assist program and departments in developing work statements and specifications •Prepare solicitation documents, determine correct solicitation method, and determine sources to be solicited for projects •Evaluate proposals, conduct cost and/or price analysis, negotiate with bidder, select subcontracts, and prepare supporting file documentation •Assess and determine the appropriate terms and conditions, including customer flow-down provisions •Manage subcontractors by tracking deadlines, assessing performance, and confirming compliance with other legal requirements of the subcontract. •Maintain files related to subcontract and legal issues. •Coordinate with programs, departments, and subcontractors to preempt issues and resolve such issues as necessary. •Subcontract management in accordance with company, program, U.S. Government, and business requirements •Prepare subcontract documentation in accordance with Peerless Policy Public Law, FAR, and DFARS, to include cost/price analysis. •Execute subcontract modifications in response to changing requirements •Initiates and processes closeout documentation for subcontracts •Ensure that all transactions are in accordance with the company’s procurement policies and processes, and applicable U.S. Government regulations •Support special projects as required •Maintains subcontracts files electronically and in hard copy in accordance with company policy •Prepares and disseminates information to program and contractual staff regarding vendor contract status, modifications, deviations, negotiations, and completion or termination.
• Bachelor’s degree in Business Administration, Finance, Accounting or other related discipline (additional years of experience may be considered in lieu of meeting degree requirement) • Two years of experience working as part of a corporate team supporting subcontract administration/management in the Federal Contracting environment • Knowledge of Microsoft Office product suite, specifically Word and Excel. • Superior verbal and written communication skills • Enjoys work requiring meticulous detail, structured process, and organization • Ability to multitask and perform under pressure in a fast-paced environment • Experience developing pricing and sealed package proposals
