PREMIER Management Corporation has an immediate opportunity for a Contract Specialist II located in Laguna Niguel, CA.
The Contract Specialist II will be responsible for the following:
Statements of Work/Specifications/Requirements and Related Documents.
Assist in preparing pre award Statements of Work (SOW), Statements of Objective (SOO) and other requirements documents. This effort includes assisting program offices with researching and drafting specifications and standards, Performance-based Work Statements (PWS); developing performance measure; providing recommendations; and coordinating requirements documents, and developing evaluation criteria.
Acquisition Strategy Support.
Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition) sources, cost estimates, milestone schedule, etc. Support may include research existing Government-wide Agency Contracts (OWAC's) for available products and services. Evaluate different approaches to and sources for acquisition support. Conduct research of available suppliers and compare the services and costs of obtaining support from the different providers. Determine applicability of the Economy Act. Ability to independently develop written acquisition 'plans; Economy Act, and other related documentation for review and signature by the responsible Government Contracting Officer.
Market Research and Market Surveys.
Contractor will assist in conducting market research to identify potential sources and contract vehicles. Potential sources should include socio-economic program participants (i.e., small businesses, small and disadvantaged businesses, HUB Zone businesses, etc.). Potential vehicles should include GSA Schedule vendors, G WAC's, and other agency contracts. Conduct market surveys and prepare written documentation of market research. Support program offices in documenting small business capability analysis. Prepare FedBizOpps and: Other electronic posting announcements.
Pre-Award Documentation and Source Selection.
Contractor will assist in evaluation process and assure written documentation to support-either informal or formal source selection procedures. Informal source. Selection procedures a-re used.Prepare Source Selection Plans, assist with identification of SSEB members, instruct SSEB members on: r4Jles and responsibilities, ensure Conflict of Interest/Nondisclosure Fonns are signed, prepare evaluation sheets, and prepare draft of Source Selection Decision Memorandum. Other pre-award documents may include Determinations and Findings (D&Fs); Justifications and Approvals (J&As), and other necessary contract file documents.
Prepare Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined Synopsis/solicitations. Assure solicitation includes all appropriate solicitation terms and conditions. Recommend and prepare unique terms and conditions as required. Prior to release of solicitation, verification of fund availability and obtain any legal concurrence as necessary. Work with the Contracting Officer to release the solicitation by electronic posting, email, fax or mail.
Work with evaluators and Contracting Officer (CO) to identify pre-negotiation objectives and assist the CO with discussions with Offerors. Prepare final contract award documents for signature by the CO and Contracting Officer Representative (COR) designation letters. Obtain legal consequence as instructed by the CO. Input award into the Federal Procurement Data System (FPDS-NG}.
Post award Support.
Prepare appropriate documentation for option year execution, prepare Modifications and assist in the resolution and documentation of performance issues and problems, prepare letters and correspondence for CO and COR signature.
