The Assistant Director of Human Resources will perform Human Resources Generalist duties and assists with supervision of HR staff, planning, monitoring and administration of policies and procedures including union contract related to all functional areas of human resources.
Manages Substitute Classroom Assistants and coordination of substitutes, including discipline and annual performance reviews
Manages temporary and contract labor employee processes.
Coordinates employee recruitment efforts for all levels of staffing within the organization.
Trains Human Resource topics in new hire orientation and other agency trainings.
Manages and assist with development and implementation of In-Service trainings, including analyzes staff training needs surveys and collaborates with department managers / service delivery area coordinators.
Works with directors to identify, coordinate and/or deliver management training to center directors and other management staff regarding interviewing, coaching, terminations, promotions, performance review, safety, sexual harassment, and other related HR topics.
Monitors employee education assistance loan and TEACH programs.
Develops and maintains relationships with local university representatives to facilitate educational opportunities for employees that will benefit Family Development Services, including on-site courses when possible.
Assists supervisors of bargaining unit employees with general contract administration issues, including issuing corrective action and 1st step grievance handling. Assist supervisors with non-union discipline. Assist with employee retention coaching.
Thoroughly and objectively conducting investigations of allegations that may result in suspensions or terminations.
Assists HR Director with labor relations efforts, including contract interpretation, contract negotiations and assist with Step 2 and Grievance Committee meetings preparation, including attendance and witness as needed.
Applies knowledge of employment laws, including FLSA, EEO, ADA, COBRA/HIPAA, FMLA, etc. in performance of duties.
Responds to inquiries regarding employee handbook policies, administrative procedures, and other general HR issues.
Assists with management and coordination of paid and unpaid leave benefits, including disability, FMLA, military or educational leaves, vacation, personal/sick leave, and other approved leaves of absence.
Responds to unemployment claims and represents the organization at unemployment hearings and other Human Resources related hearings and investigations.
Ensures organization position descriptions are up-to-date and assists managers with revisions and development of position descriptions.
Completes the annual EEO-1 report.
Compiles and provide the HR portions of data for the annual Program Information Report (PIR).
Process employee exit interviews and compile quarterly analysis.
Be able to act as HR Director in absence
Other duties as assigned.
Education and/or Experience
Applicants must meet the following basic qualifications for consideration:
Bachelor's degree in Human Resources, Organizational Leadership or other related degree major, OR Bachelor’s degree and PHR/SPHR/SHRM-CP/SHRM-SCP, OR Bachelor’s degree and HR certificate from accredited college/university
4 years related human resources management experience
3 years supervisory experience
Working knowledge of and work experience with ADA, FMLA, STD, LTD, Union Labor Relations, FLSA, EEO, ADA, DOL, OSHA, COBRA/HIPAA and other state/federal laws.
Good management judgment and decision skills
Proficiency with Microsoft Word, Excel, Outlook and PowerPoint
Proficiency in spoken and written grammar and business documents
Abilities with or without reasonable accommodations to: stand; walk; use hands to finger, handle, or feel and reach with hands and arms; lift and/or move up to 50 pounds; vision abilities of close vision and ability to adjust focus
Valid Driver's License and minimum personal vehicle insurance
Applicants with the following qualifications are preferred:
Head Start/Early Head Start work experience
4+ years related human resources management experience
