CMAP seeks a Deputy Executive Director for Planning to manage a large department and provide strategic direction for CMAP’s long-range comprehensive regional planning, the Local Technical Assistance program, and research and analysis to support these efforts. As a member of CMAP’s executive management team, this person will work closely with the CMAP Executive Director, Chief of Staff and Deputy Executive Directors on overall agency strategic initiatives, including the allocation of resources, implementation of CMAP’s ON TO 2050 plan, and development of efforts related to transportation, land use, economic development, environment, housing, tax policy, and governance. Responsibilities As part of the Executive Team, the Deputy Executive Director for Planning will participate in development of CMAP’s strategic priorities, plans, and initiatives and collaboratively implement those strategic objectives through the Agency’s annual work plan and other programs. The Deputy Executive Director for Planning will also provide leadership and direction of the Local Planning, Plan Development, and Research and Analysis groups and manage a talented, dynamic workforce. Specifically, the position would: ? Actively manage the planning, research, and analysis activities, including staff performance management, staff professional development, promoting diversity and inclusion, working with staff to resolve issues in their work product delivery and quality, and communicating agency priorities, policies, and procedures to staff; ? Participate in CMAP Board related activities and jointly manage oversight of the committee process; ? Present agency planning work publicly to diverse and challenging audiences; ? Prepare agency briefs, memos, positon papers, and planning presentations; ? Develop and maintain a presence and network among local, state, and national stakeholders, community constituents, municipalities, and elected representatives; ? Direct the preparation and administration of department budgets and implement fiscal and budgetary controls to ensure the appropriate allocation and efficient expenditure of funds; ? Hire and oversee consultants to accomplish broad agency objectives or implement the LTA program, including managing the scope, schedule, and budget for projects, in consultation with the procurement office; ? Provide leadership and direction for the ON TO 2050 plan development and implementation and other regional planning activities; and ? Provide quarterly reports for core programs and status briefings for the Executive Director, senior management, and the CMAP Board as needed.
