This position will provide Pre/Post award financial and administrative supervision for the Carolina Institute for Global Environmental Health Solutions (GES); Center on Financial Risk in Environmental Systems and some faculty within the Department of Environmental Sciences and Engineering (ESE) located in the Gillings School of Global Public Health at the University of North Carolina in Chapel Hill. they will also serve as the Business Officer for these units with strong emphasis on analyzing, interpreting, applying, communicating and promoting the best practices of the Center/Institute, in an effort to meet the overall organizational mission, goals and objectives. This position reports directly the ESE Department Manager with a dotted line to the Center/ Institute Directors and is responsible for the day-to-day operations of the units. The Business Officer manages the accounting, budgeting and financial reporting for all fund types, with primary focus on pre and post-award contract and grants management of a complex multi-component award. This position provides leadership and guidance in fiscal matters, has a thorough understanding of University, State and Federal policies and procedures to ensure the department is operating in compliance, and provides support on financial system issues. The Business Officer serves as a key liaison with other administrators across campus. This position will supervises the Center/Institute Administrative Assistant position.
Education and Experience:
Bachelor’s degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
This position must possess the ability to effectively interact with faculty, staff, students and other affiliates, at a high level, within a University research. Financial Management: They will have the ability to plan and monitor the use of expenditures to meet organizational objectives and compliance. The ability to prepare budget documents and reports; Professional knowledge and skill in business operations or accounting and financial forecasting is essential. They will have the ability to allocate resources, plan procurement, and oversee budgets and contracts to ensure fiscal stability of the organization.
Program/Project Administration: They will have the ability to administer and/or manage a program with established guidelines and standards in its entirety or to administer several components of a multi-faceted program; Ability to maintain program/project databases, schedules and reports; Ability to ensure accuracy of data; Ability to perform related administrative duties including coordination with other work units; Ability to research funding opportunities; Ability to collaborate in the development and completion of grants and contracts; Ability to administer pre-and post-award agreements; and the ability to prepare related reports as required.
Information Analysis and Decision Making: Ability to gather, organize, summarize and analyze data within prescribed timeframes; Ability to analyze business operations and/or financial statements; Ability to determine and ensure compliance with laws and regulations; Ability to draw conclusions; Ability to review, examine and prepare documents; Ability to choose an effective course of action or develop appropriate solutions and/or reach conclusions; Ability to take action consistent with available facts, constraints, and anticipated consequences.
Business Administration: They will have knowledge of appropriate business practices and procedures; the ability to manage and improve business processes and operations by ensuring continuity, integration of policies and procedures with the organization's mission and strategic plan; Ability to develop long- and short-term goals and objectives that support the business functions; Ability to provide assistance in human resources matters to a higher-level manager in a dynamic organizational unit. Knowledge of financial management, personnel administration/management, payroll, purchasing, inventory control, facilities coordination/planning, information technology assessment, and/or closely related work is essential.
Communication: Ability to communicate information to individuals or groups; Ability to clearly and concisely convey information orally or in writing to individuals or groups to ensure that they understand the information and the message; Ability to listen and respond appropriately to others using the appropriate media (e.g. e-mail, presentations, etc.).- program.
Prefer at least 5 years of administrative management or business management experience. Strong knowledge of PeopleSoft Financials and University accounting processes. Strong understanding of complex rules that govern federal, state and grant funding.
