The ideal candidate for this Category Manager position will have a proven track record within Category Management, Strategic Sourcing and/or Operations, Logistics.
This role is primarily accountable for the following Category activities:
During Non-Disasters. Continually improve Category Management strategy execution for Disaster supplies & services, in conjunction with Sr. Category Manager, by developing/executing a more robust written Category Strategy that is continually refined via results of After Action Reviews (AAR’s)
During Disasters. Provide full-time on-site leadership in Washington, DC at the Disaster Operations Control Center (DOCC) via coordinating on-site staff resource support from Supply Management, Warehouse Operations & Shared Services/Operational Procurement. Aim of this on-site leadership is to provide seamless coordination and management of Disaster 3rd Party Supplies and Services for Disaster Operations with the key measure of success being ‘continuity of supply’ (e.g. don’t run out of key disaster supplies/services).
Experience in disaster response activity is helpful.
During Disasters, sends regular (daily, weekly, etc.) written status updates/reports on behalf of Supply Management, Disaster Warehousing, Shared Services/Procurement to stakeholders keeping them informed of key supply management items, issues & metrics
Tracks Disaster Supplies & Services category market conditions, trends, developing technologies/processes and suppliers’ capacity and capabilities.
Develops/implements spend analytics and strategies for Disaster Supplies & Services
Develops/implements Supplier/Supply Risk Profile & Risk Summaries for Disaster Supplies & Services as agreed with warehousing, shared services and stakeholders
Drives YOY financial improvement and risk mitigation
Process Improvement to assure mitigation of risk via simpler work processes
Best Practices & Benchmarking for improving performance based on facts.
Supply Management Liaison to National Headquarters Disaster Cycle services on national level disaster activity, and other related strategic projects.
Develop and execute a written Category Strategy to include risk assessments, overall market, industry and supply base analysis, and category and supplier segmentation as endorsed by stakeholders / Stakeholder Advisory Board
Use of influence model to gain stakeholder buy-in. Not command and control.
Track actual v target savings for category’. Expected results are 3 -5 X+ ROI on total cost of position (salary plus benefits), Year-Over-Year (YOY), in early years
Communicates the needs of Disaster Operations to Supply Management, Procurement, Enterprise Warehousing, Shared Services Center (SSC) during national level activations
Understands the planning assumptions and how they relate to and impact Supply Management, Procurement, Warehousing and Disaster Cycle Services
Provides extended hour coverage. On-call and available to be present in-person at the Disaster Operations Coordination Center (DOCC) in Fairfax, VA, as required (example: 2 hour, 4 hour tethers – must be present at the DOCC in 2 hours or 4 hours from time of notification). Required to work weekends and holidays during national level/large scale disasters.
Work collaboratively with the stakeholders to determine the right sourcing approach (e.g., competitive bid vs. spot buy), construct sourcing and contract documentation to facilitate supplier selection (e.g., RFP), and negotiate and execute agreements
Maintain and improve methods to identify and communicate marketplace expertise, including market analysis, supply risk, competitive threats, demand management trends, internal purchasing behavior, and pricing strategies
Work collaboratively with stakeholders to ensure compliance with procurement policies and procedures by effectively communicating policies to internal & external stakeholders and monitoring and managing compliance
BA/BS in Business/Supply Mgmt/Finance/Logistics/Operations or related field required
Professional certification (e.g. C.P.M., CPSM, CIRM, CPIM, etc.) preferred
7-10 years Supply Management, Operations or Finance experience within a large organization (annual revenue of $1+ Billion preferred) with a successful track record.
Strong problem-solving and collaboration skills
Demonstrated program and/or project management experience
Ability to work in a matrixed environment
Ability to develop & deliver clear presentations and stakeholder communications
Strong analytical and interpretive skills in analyzing data
Advanced Microsoft Excel skills
Solid business acumen coupled with solid understanding of business structures, processes, and information flow in a multi-business unit organization
Experience in working with various financial and supply management systems (e.g. Oracle/Ariba, etc.)
PLEASE NOTE: This position can be worked remotely within the Washington, DC area. However, the position requires full-time on-site leadership in Washington, DC at the Disaster Operations Control Center (DOCC) during disaster responses.
