Berkeley Lab'sHuman Resources Division has an opening for a HR Manager for the Shared Services team. Reporting to the Sr. Manager of HR Shared Services, Compliance and Assurance, this position independently leads and manages exempt and nonexempt staff to ensure efficient, effective, and high-quality execution and administration of in-scope HR services. This includes New Hire Orientation and Hiring Processes, Affiliate Process (non-employee population), Voluntary Terminations, Appointment End Dates (ends and extensions), Contract Labor, GSRA processing, etc. As the business process owner for these service lines, this person will oversee and manage the continuous review, evaluation, and improvement of processes and service delivery. The individual will ensure effective selection, development, and training of staff for continuous coverage of quality customer services. They will interact with line managers, division contacts, and functional peer groups related to the execution, delivery, and improvement of services within purview. The incumbent will also examine output and activity for service quality, accuracy, consistency, efficiency, and effective customer service.
Manage and lead exempt and non-exempt staff members to ensure effective service delivery and execution of in-scope customer focused and efficient HR services and/or processes.
Establish customer service and performance standards and provide supervision, coaching, and mentoring for staff development and growth
Interact and collaborate with division managers and functional peer groups to present procedural information, gain consensus, or gather information to ensure that services are being delivered and meet the business need of customers and are aligned with HR Shared Services operating principles.
Identify and analyze opportunities for standardization and continuous process improvement.
Lead ad hoc and periodic comprehensive and detailed process reviews for all service areas. Lead the ongoing development and documentation of procedures, processes, and protocols.
Identify and recommend technology resources and tools for process efficiency, improved customer service, and effective delivery of services.
Develop business process and approval workflow, define business requirements, identify system functionality required to optimally support the process, and identify and recommend enhancements for continuous improvement for greater efficiencies and effectiveness.
Leverage and utilize service technology data features (e.g. askUS) to effectively capture, track, analyze, and report on service delivery metrics and measures.
BA/BS or advanced degree and a minimum of 8 years of progressive work experience including formal supervision, leadership, and programmatic oversight of staff within a high volume service delivery and complex business environment; or an equivalent combination of education and experience.
Demonstrated expert knowledge and experience leading, managing, or overseeing the execution of high volume, advanced level and specialized customer service based HR support services within a Shared Services, service center, or other relevant service delivery structure.
Demonstrated strong functional knowledge and experience with Human Resources theories and concepts, and well as employment practices, compliance requirements, laws, and applicable governing regulations.
Substantial management experience with the ability to provide effective supervision to exempt and nonexempt level staff in accordance with established policies and management guidance. Experience successfully providing training, coaching, performance management, skill development, and guidance to staff toward meeting individual expectations
Proven ability to serve as a business process owner for a variety of complex and multifaceted business processes with multiple stakeholders.
Significant experience and knowledge of shared services supporting technology such as case management (or service ticket and fulfillment solution), applicant tracking system, etc.
Proven ability to effectively communicate and market services to customers
Experience developing reports, collecting and analyzing data and metrics as well as using this data to monitor progress, service volume, and analyze trends.
Advanced level of computer skills with ability to use advanced features of various software programs, including Microsoft Word, Excel, PowerPoint, applicant tracking system (ATS), case management system, and electronic mail/calendaring systems.
Demonstrated success with leading continuous process improvement activities: review and development of process and procedures, analysis of improvement opportunities, metrics and success measurements, and effectively driving implementation of improvements.
Demonstrated experience leading project teams toward development, modification and/or update of complex business processes.
Demonstrated strong attention to detail and organizational skills
Demonstrated success with developing and delivering effective procedural training and technical guidance to others.
Excellent customer service and communication skills, and political acumen
