Part of MSF International Humanitarian Diplomacy Team (HDT), formerly known as the Humanitarian Advocacy and Representation Team (HART), working within MSF USA Program Department.
The Humanitarian Affairs Officer (HAO) provides support to the two New York based Humanitarian Diplomacy Team (HDT) Representatives. As part of the New York based HDT team, the HAO will hold a pivotal position that requires broad understanding the all MSF field operations, the United Nations and United States Government relative to MSF.
Proactively identifies and proposes potential interlocutors and relevant networks; responsible for research on background of potential interlocutors, organizations, etc.
Conducts research and prepares dossiers on key issues in support of HDT dossiers (Global Health Security Agenda, World Bank, Emergency Gap, USAID, UNSC). This includes regular briefs on US/UN issues of interests to Operations and MSF USA, compiling data, providing analytical support, maps, bullet-point summaries, etc.
Monitors developing trends in global health and international humanitarian literature and publications and shares with MSF networks.
Operational information management
Responsible for providing responses to external inquiries regarding program activities via email and telephone and through regular monitoring of MSF operational updates and field developments.
Assists HDT in drafting formal correspondence and maintains relevant hard copy and electronic filing systems. Manages and coordinates necessary follow-up.
Supervises Program Associate upkeep of HDT contact management database.
Responsible for providing support to other departments of MSF-USA, particularly Communications, Development and CAME, through initial gathering of operational information when needed and they cannot be supported through their own intersectional platforms.
Advocacy Unit/Program Department Administration and Management
Responsible for managing, supervising and evaluating the Program Associate. This includes: setting clear attainable objectives and evaluating employee job performance, in accordance with established MSF procedures.
Develops Program Associate knowledge of Humanitarian Affairs in accordance with best practice for staff development.
Provides back up to the Associate position for members of the Advocacy unit when needed.
Attends scheduled staff meetings, participates in information sharing across departments, and stays informed on important MSF topics so as to be able to contribute to the organization’s ongoing development. Performs any other tasks requested by her/his supervisor.
Contributes to the development and analysis of HDT NY annual plan and budgeting process through feedback on department organization and objectives, human resources, and strategic resource use.
Willingness to undergo Critical Incident Response Training
Experience in a similar role with another humanitarian organization with field experience; MSF experience in an HAO, Field Coordinator, or Head of Mission preferred. Candidates with a relevant PhD and less field experience will also be considered.
Demonstrated knowledge of diverse contexts, the US Government, United Nations is highly valued
Extensive understanding of International Humanitarian Law is valued.
Experience in supervising staff a plus
Strong analytical abilities absolute requirement, ability to summarize complex topics and research in short briefs essential, ability to work independently.
Professional high-level writing skills in English required (diplomatic correspondence)
Other languages, particularly French, a major plus

Starting salary low to high 70’s (commensurate with experience).
