Reporting to the Associate Director of State Relations & Strategic Outreach, the Public Policy Analyst (PPA) is expected to frame, develop and produce research and policy analysis related to university impacts & oversee accompanying data systems. The PPA will play a key role in helping to package data and analysis into compelling, digestible formats. In addition, the PPA will seek new data sources and innovative ways to demonstrate the university's favorable impacts on the community and region through research, technology transfer, job creation, education and community programming.
This position works closely with colleagues across Public Affairs and Communications, including government relations, communications and graphic design professionals. The PPA represents HPAC's data needs to internal constituents such as Institutional Research, HBS, Office of Labor and Employee Relations, Alumni Affairs & Development and Human Resources. The PPA also collaborates with internal constituents to collect and analysis data collected from across the university.
Primary Responsibilities Include:
Creating project plans to manage research and data analysis
Organizing and collecting pertinent data for the creation of multiple annual impact reports, including
Maintaining databases and information systems for the public affairs team and proactively managing efficient system for organizing and querying collected data;
Analyzing, synthesizing, asking strategic questions to shape project development;
Translating data content into talking points, one-pagers and other advocacy tools for the Department and university leadership;
The PAA is also expected to develop an internal network of data sources including such offices as purchasing, procurement, employment, technology development as well as networks of external sources on innovation, business development, and economic development;
Attending conferences and external meetings to research and benchmark with peer institutions and regional stakeholders, as appropriate;
Developing strategies for identifying and approaching third party validators in support of the Department's research and report portfolio.
Representing HPAC with external constituents at external meetings and events including those among biotech, higher education, research, and hospital sectors and with outside consultants and trade association.
Administrative functions include completing project initiation requirements; planning meetings and agendas; tracking project progress, deliverables, timelines, and budgets; drafting report content, and other products; maintaining databases and sourcing content; copyediting; and supporting interviews and other memo and presentation activities

Bachelor's degree and 3+ years of research or equivalent experience;
Experienced in gathering data from multiple resources, asking strategic questions, reporting and synthesizing the information for analysis, knowledgeable in research methodologies;
Advanced knowledge of Microsoft Excel;
Ability to understand economic issues and to communicate them effectively;
Strong analytical, writing, organizational, and research skills;
High attention to detail.
